Classification Standard

NATURE OF WORK

Maintenance Supervisor 2 positions supervise and coordinate and provide technical direction to the building maintenance program of a small State facility, or a centralized maintenance control function of a facility's maintenance and repair operation. Maintenance Supervisor 2 positions are employed in several agencies with the largest number in the Office of Mental Health and the Office of Mental Retardation and Developmental Disabilities.

CLASSIFICATION CRITERIA AND DISTINGUISHING CHARACTERISTICS

As the highest level building maintenance specialist in a facility, a Maintenance Supervisor 2 supervises and provides technical direction to a facility's maintenance crew consisting of a minimum of 20 positions at the skilled, semiskilled and relatively unskilled levels in the building, mechanical and electrical trades performing building maintenance, repairs, construction and installation activities. However, in certain State facilities normally, but not limited to, those of the Department of Correctional Services the required number of subordinate State maintenance positions is reduced due to the practice of employing Correctional inmates in place of Maintenance Assistants and Maintenance Helpers.

A Maintenance Supervisor 2 engaged in supervising a centralized maintenance control program provides specialized staff services to the facility's maintenance program. Incumbents review work requests, estimate materials, labor needs and costs, implement and carry out a work order control system to insure the proper scheduling, planning and availability of fiscal and material resources, monitor both contract and staff work progress, develop and implement a preventive maintenance program, and maintain necessary records and reports of maintenance activity. Incumbents may supervise skilled trades positions performing various staff activities in support of the program. Maintenance Supervisor 2 positions functioning in this capacity work in State institutions with a physical plant of sufficient size to operate under the direction of a Plant Superintendent A or a Plant Superintendent B. The building maintenance program in such a facility is supervised by a Maintenance Supervisor 3 or Maintenance Supervisor 4.

Maintenance Supervisor 1 positions are working supervisors of a crew of ten or more positions at the skilled, semiskilled and relatively unskilled levels, usually in the building, electrical and mechanical trades. Incumbents are located in State facilities in which the volume of work in a single trade is insufficient to warrant a specialized trades supervisor position.

Maintenance Supervisor 3 and 4 positions supervise and provide technical direction to a building maintenance program which may include responsibility for grounds maintenance, automotive maintenance and custodial services at a State facility. As the top building maintenance supervisor position in a State facility, the duties of a Maintenance Supervisor 3 and 4 are quite similar. However, the responsibilities of the Maintenance Supervisor 4 are more extensive than that of the Maintenance Supervisor 3 because of the incumbent's responsibility for a maintenance program of significantly greater size and variety with a larger staff. Maintenance Supervisor 3 positions supervise a maintenance program with a staff consisting of 40 or more skilled, semiskilled and relatively unskilled positions usually in the building, electrical and mechanical trades. A Maintenance Supervisor 4 supervises a maintenance program with a staff of 90 or more positions.

TYPICAL ACTIVITIES, TASKS AND ASSIGNMENTS

As the highest level building maintenance position in a State facility, a Maintenance Supervisor 2 plans, supervises and provides technical direction to a maintenance staff of skilled, semiskilled and relatively unskilled employees.

Inspects institution facilities to determine maintenance needs and recommends projects based on findings.

Assists in the preparation of the annual operating budget by recommending the budget requirements for the facility's maintenance programs including staffing, materials and equipment needs.

Consults with and advises institution administrators on the feasibility and possible alternatives to proposed projects and equipment purchases.

In a centralized maintenance control function of a facility's maintenance and repair operation, a Maintenance Supervisor 2 plans, estimates material, labor needs and costs and schedules and coordinates the activities of the various trades contributing to the project.

RELATIONSHIPS WITH OTHERS

Maintenance Supervisor 2 positions have frequent oral and written communications with the staff supervised in making assignments, coordinating activities and in providing information, instruction, assistance and technical direction. Relationships with the supervisor are characterized by such activities as recommending maintenance projects, improvements to operating procedures, discussions of maintenance and scheduling problems and recommending possible solutions, and providing periodic written and oral reports on maintenance activities. Incumbents consult with and provide advice to facility administrators on the feasibility, costs, and materials and labor requirements of proposed maintenance projects. Incumbents have periodic oral communications with contractors in monitoring and inspecting their activities to insure conformance to contract specifications and plans.

NATURE OF SUPERVISION

Maintenance Supervisor 2 positions are supervised by higher level maintenance supervisors, plant superintendent or administrative positions who direct the facility maintenance program. Characteristically, incumbents function with considerable technical independence.

Incumbents supervise a subordinate maintenance staff by establishing work priorities, approving and enforcing work schedules, providing technical direction, assistance and instruction; enforcing applicable rules, standards and policies, and by coordinating the various activities performed by the staff.

MINIMUM QUALIFICATIONS

MAINTENANCE SUPERVISOR 2

Open Competitive: Two years of supervisory experience in the operation and maintenance of a physical plant; or in building construction; or in building renovation and/or repair projects. This experience must have involved supervision of a crew of three or more workers. Electricians with two years of supervisory experience in a one to one capacity are deemed to have equivalent supervisory experience.

Promotional: One year as a Maintenance Supervisor 1; or two years in a title allocated to Grade 11 or above with responsibility for building maintenance. Examples of qualifying titles include, but are not limited to, Carpenter, Electrician, Mason and Plasterer, Painter, and Plumber and Steamfitter.
