Classification Standard

NATURE OF WORK

Canal Maintenance Supervisors 1 supervise work crews assigned to the repair and maintenance of canals and canal structures.

These positions are assigned only to the New York State Canal Corporation.

CLASSIFICATION CRITERIA AND DISTINGUISHING CHARACTERISTICS

Canal Maintenance Supervisors 1 are characterized by directly supervising work crews and assigning staff to project tasks for the repair and maintenance of canals and related structures. Examples of projects include excavating canals and drainage areas, repairing bridge floors, repairing valve and gate machinery, lock gates, and guard gates, lining channels with rip rap, cutting and clearing brush and trees, building dikes and other structures, repairing and rebuilding dams, reconstructing and repairing walls and embankments, and cleaning culverts. Typically, positions in this class supervise between 10 to 15 subordinates, including skilled and semiskilled blue collar workers, equipment operators, and laborers.

These positions are distinguished from Canal Maintenance Supervisors 2 by that class's responsibility for planning and supervising the maintenance and repair program for a canal section, including supervising several Canal Maintenance Supervisors 1.

TYPICAL ACTIVITIES, TASKS AND ASSIGNMENTS

Supervises and plans maintenance, construction, and repair projects.

• Plans and schedules projects, including determining equipment, materials, and staff needed.
• Assigns staff to specific projects or project tasks and provides oral instructions, specifications, and plans.

• Directs the placement and use of equipment and materials.

• Observes work in progress and upon completion to assure adequacy of individual and crew work, competency of repairs, compliance with plans and instructions, and proper utilization of supplies and equipment.

• Assures that work is progressing according to schedule.

• Prepares and maintains records of work performed, and accounts for labor, materials, and equipment used.

• As assigned, inspects work performed by outside contractors to assure conformance with project specifications.

Supervises and trains subordinate staff.

• Assigns staff to projects and activities.

• Assures that staff are properly trained to perform required activities and use equipment, tools, and material needed for assigned projects.

• Instructs staff about safety mandates and assures that staff comply with safety policies and procedures.

• Evaluates employee performance, including preparing written evaluations, discussing evaluations with employees, and counseling employees about work problems.

• May inspect canals and related structures and equipment to determine general condition and repair and maintenance needs.

RELATIONSHIPS WITH OTHERS

Canal Maintenance Supervisors 1 have frequent oral communication with their subordinate staff to assign work, give instructions, direct projects, and train staff. Incumbents also have oral and written communications with their supervisors and other staff to plan and schedule projects, obtain equipment and supplies, resolve problems, and report work progress.

NATURE OF SUPERVISION

Canal Maintenance Supervisors 1 are supervised by Canal Maintenance Supervisors 2 who determine project priorities, provide plans and general instructions, schedule repair and maintenance projects, review crew performance, and resolve work and scheduling problems. Although projects under the supervision of a Canal Maintenance Supervisor 1 are periodically inspected by the supervisor, incumbents work with considerable independence.

Canal Maintenance Supervisors 1 supervise staff by assigning work, giving instructions and assistance, evaluating employees, directing crews at work sites, training staff, and observing work.

MACHINES, TOOLS AND EQUIPMENT USED

Canal Maintenance Supervisors 1 use hand tools, power tools, and construction equipment and vehicles.

JOB REQUIREMENTS

• Working knowledge of the methods, materials, and equipment used to maintain, repair, and construct waterways and related structures and equipment.

• Working knowledge of the procedures, practices, and standards used for the waterways maintenance program.

• Working knowledge of the principles of supervision.

• Working knowledge of work planning and scheduling.

• Working knowledge of safety practices and procedures applicable to work operations.

• Ability to plan and schedule work, including determining staff, equipment, and materials needed for projects.

• Ability to train and supervise others.

• Ability to use and operate tools, equipment, and materials for waterways projects.

• Ability to understand, interpret, and follow instructions, plans, diagrams, specifications, and blueprints.

MINIMUM QUALIFICATIONS

Promotion:  One year of permanent competitive or non-competitive service as a Carpenter, Chief Lock Operator, Construction Equipment Mechanic, Motor Equipment Mechanic, Construction Equipment Operator (Heavy), Crane and Shovel Operator, Electrician, Machinist, Mason and Plasterer, Motorized Scow Operator, Painter, Plumber and Steamfitter, Steel Fabricator or Welder.

Open Competitive:  Four years experience in engineering, constructing or maintaining canal structures such as dams, bridges, canal locks and canal walls.
