Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

            Communications Technicians provide communication support services to sworn police officers and emergency management personnel and provide telephone answering and complaint service to the general public. 

 

DISTINGUISHING CHARACTERISTICS

 

            COMMUNICATIONS TECHNICIAN 1:  full performance level; responsible for the operation of communications devices including radio receivers and broadcast equipment, telephones, New York Statewide Police Information Network (NYSPIN) and Management Information Network (MIN) terminals, personal computer, closed circuit television, and electronic security systems.

 

            Communications technician 2:  working supervisor; responsible for the day-to-day operations of a communications center.  Positions are established in organizations that are not supervised by a sworn police officer. 

 

RELATED CLASSES

 

            State Police Communications Specialists provide communication and related support services to members of the State Police.

 

            Radio Dispatchers monitor, dispatch, and control two-way radio traffic providing interconnections between the various communications systems used by the New York State Thruway Authority.

 

ILLUSTRATIVE DUTIES

 

COMMUNICATIONS TECHNICIAN 1:  under the general supervision of higher level sworn police officers or Communications Technician 2, controls base, fixed, and mobile communications; maintains status of all mobile radio units in service; monitors all radio equipment in the dispatch area and reports all departures from established procedures to supervisor; provides essential police information to mobile and portable units; responds to emergency calls from mobile operators; operates data terminals in compliance with rules and regulations; extracts information requested by police personnel, interprets data, and confirms accuracy; reviews messages received on terminals and stores or distributes in accordance with prescribed procedures; answers telephone calls and transfers or records and relays messages; receives and records complaints, gathers pertinent information, and relays complaint information to police personnel for investigation; maintains blotters, logs, and daily patrol reports detailing specific information regarding police activity during tours of duty; prepares and maintains reference files; maintains administrative and criminal case files pertaining to the regional police force; maintains automated police schedules and duty rosters; prepares reports; and reports equipment malfunctions to appropriate vendors and coordinates repairs.

 

COMMUNICATIONS TECHNICIAN 2:  under general supervision, directs staff in the operation of base, fixed, and mobile communications; prepares and maintains staffing schedules to ensure that all communication center shifts are staffed; may reassign staff, as needed, to provide for adequate coverage; designs and maintains an operating manual to ensure standardized training in operational procedures; trains and coaches staff in operational procedures; institutes and tracks testing procedures for communication devices within the communication center; participates in exercises and drills from multiple government sources; and maintains and prepares a log for all communications equipment located in the communications center.

 

MINIMUM QUALIFICATIONS

 

COMMUNICATIONS TECHNICIAN 1 

 

Open Competitive: one year of experience as a public safety radio dispatcher and high school graduate or high school equivalency diploma.

 

 

COMMUNICATIONS TECHNICIAN 2

 

Promotion: one year of service as a Communications Technician 1.

 

Open Competitive: two years of experience as a public safety radio dispatcher; one year of which must have been in a supervisory capacity.
