Classification Specification

 

BRIEF DESCRIPTION OF CLASS SERIES

 

            This series trains and certifies equipment operators and their supervisors to operate a wide variety of self‑propelled equipment and to prepare operators to obtain a Commercial Drivers License.  Positions are classified only in the Department of Transportation.

 

DISTINGUISHING CHARACTERISTICS

 

            EQUIPMENT OPERATOR INSTRUCTOR:  performs individual and group training and certification for equipment operators and supervisors.

 

            SUPERVISING EQUIPMENT OPERATOR INSTRUCTOR: one position per region to plan, coordinate and supervise all Equipment Operator Instructors (four to six) in the region.

 

            COORDINATOR EQUIPMENT OPERATOR INSTRUCTION: one‑position class; coordinates, directs, and monitors the development and implementation of equipment operator training programs for the agency.


RELATED CLASSES

 

            Highway Maintenance Supervisors 1 and 2 supervise, plan, organize, and coordinate the activities of work crews that perform a variety of highway maintenance and repair and snow removal and ice control activities.

 

            Highway Maintenance Workers 1 and 2 operate a variety of self-propelled and other equipment to maintain and repair highway pavements, shoulders, roadsides, drainage areas, traffic signs, and pavement markings and to control snow and ice.

 


ILLUSTRATIVE DUTIES 

 

            EQUIPMENT OPERATOR INSTRUCTOR:  under general supervision of a Supervising Equipment Operator Instructor, conducts assessments to determine the ability of staff to operate equipment; conducts training programs in the proper operation and maintenance of a wide variety of self-propelled construction equipment such as small and large trucks (including those used in one-person plowing), loaders, excavators, graders, pavers, snowblowers, bulldozers and rollers on both an individual and group basis; instructs operators and supervisors in proper safety procedures; demonstrates equipment maintenance procedures; corrects deficiencies; prepares operators to obtain Commercial Drivers License and learners permits; and certifies equipment operators and supervisors in the use of equipment.

 

            SUPERVISING EQUIPMENT OPERATOR INSTRUCTOR:  under general direction of the Coordinator Equipment Operator Instruction, plans, organizes, supervises, and coordinates the work of the Equipment Operator Instructors; develops training schedules and prioritizes training requests for the Highway Maintenance Workers; evaluates training programs; compiles and maintains records of training activities; compiles technical training materials, manuals, and charts; and serves as lead evaluator and instructor at specialty equipment training programs.

 

            COORDINATOR EQUIPMENT OPERATOR INSTRUCTION: under the general direction of higher level engineers, develops training curriculum and lesson plans; coordinates, directs, and monitors the operator and supervisory training programs in the Highway Maintenance Worker programs; plans and coordinates the Transportation Maintenance Division specialty training program; conducts field visits to monitor and review operational tasks related to training needs; determines appropriate equipment utilization levels; evaluates field reports of equipment performance; attends pre‑delivery equipment meetings; and assists Transportation Maintenance Engineers in implementing policies and directives established by the Director, Transportation Maintenance.         

 

MINIMUM QUALIFICATIONS

 

            EQUIPMENT OPERATOR INSTRUCTOR

 

Open Competitive:  four years of experience in the operation and maintenance of a wide variety of complex self-propelled, heavy construction equipment including at least three of the following:  bulldozers, excavators, graders, pavement wideners, industrial or crawler-type tractors, heavy dump trucks with a plow and wing configuration, pavers, front-end loaders, backhoes, or other heavy


construction equipment of similar complexity; six months of satisfactory experience as a recognized instructor in the operation and maintenance of complex heavy construction equipment or of trucks over ten  tons in weight.

 

            Candidates must possess a valid New York State Class A Commercial Drivers License with an air brake endorsement.

 

SUPERVISING EQUIPMENT OPERATOR INSTRUCTOR

 

Promotion:  one year of permanent competitive service as Equipment Operator Instructor.

 

            COORDINATOR EQUIPMENT OPERATOR INSTRUCTION 

 

Open Competitive:  six years of experience in the field of highway transportation operations and maintenance, which must have included responsibility for employee training, safety and health, and supervision and operation of construction equipment or heavy duty trucks.
