BRIEF DESCRIPTION OF CLASS
Positions in this class operate fishery research vessels, including navigation, piloting, fueling, and provisioning, to conduct assessments of water resources. These positions ensure that vessel systems and operations comply with United States Coast Guard regulations and all Department policies and standard operating procedures.
These positions are only classified at the Department of Environmental Conservation (DEC).
DISTINGUISHING CHARACTERISTICS
CAPTAIN FISHERIES RESEARCH VESSEL: non-competitive; operates and maintains a research vessel and sampling equipment; performs or arranges for maintenance and repair of sampling equipment.
ILLUSTRATIVE DUTIES
CAPTAIN FISHERIES RESEARCH VESSEL: develops cruise plans and schedules for vessel operations; executes vessel maneuvers and supervises the operation of deck machinery and deployment of sampling equipment; trains crew members in the operation of deck machinery and sampling equipment and in responding to emergency situations; keeps abreast of technological advances that apply to vessel safety and maintenance; performs or arranges for maintenance and repairs on vessel systems and equipment; schedules annual vessel inspections; maintains records of operation and maintenance of vessel and systems; ensures general cleanliness of the vessel; maintains and produces field sampling equipment; maintains inventory of stores and equipment needed for vessel operations; assists with preparing biological samples, recording data, and related tasks to support activities of Biologists and Technicians; utilizes computer-based navigation software and video plotting instrumentation; develops and administers the annual budget for vessel and sampling gear expenditures; participates in data processing activities including field examination, collection, and recording of biological data; maintains computerized trawl geometry monitoring systems; participates in agency planning and reporting meetings; and assists with public relations efforts, such as vessel tours and displays.
MINIMUM QUALIFICATIONS
Non-competitive: U.S Coast Guard Masters certificate for the applicable tonnage and operating area of the vessel; and three years of experience operating a commercial fishing vessel, for which trawls were a principal gear, or a fishery research vessel; and one year of experience in fishing gear maintenance and repair.
