Classification Standard

 

 

BRIEF DESCRIPTION OF CLASS

 

The position oversees the development, promulgation, and maintenance of the New York State (NYS) Uniform Fire, Building, and Energy Codes, the rules and regulations of the Multiple Residence Law, the State Manufactured Housing Regulations, and rules and regulations of the Secretary of State related to administration and enforcement of the States codes. This is a one-position class, which exists in the Department of State.

 

DISTINGUISHING CHARACTERISTICS

 

Supervises engineers, architects, and code compliance specialists in the administration and enforcement of the Codes; oversees the day-to-day provision of technical assistance and training for local officials. Directs: the analysis of the Uniform Code and the implementation of the changes necessary to update it; the comparison of existing local codes and regulations with State and national standards and to ascertain their effect upon cost of construction and their effectiveness; the evaluation and review of reports and tests submitted to the Council on new building products and methods of construction.

 

ILLUSTRATIVE DUTIES

 

          Directs the preparation and implementation of a plan for effective delivery of services; evaluates overall work output and program effectiveness; establishes, reviews, and adjusts Division priorities; directs the Division's field services to municipalities and renders consulting services and technical assistance to State and municipal officials, architects, engineers, and to the building industry; and studies the operation of the Codes, local building regulations, and other laws related to construction to ascertain their impact upon cost of construction and their effectiveness in relation to health, safety, and welfare.

 

          In addition, the incumbent directs staff assistance and may represent the Secretary of State in the statutory role as member of the State Fire Prevention and Building Code Council, State Board for Historic Preservation and State Disaster Preparedness Commission; analyzes and compares existing local codes and regulations with the Codes and national standards and makes recommendations to the Council, the Secretary of State and other authorities; evaluates and reviews reports and tests submitted to the Council on new building products and methods of construction to determine compliance with the Codes; recommends approval or disapproval to the Council; and arranges for and conducts public hearings and conferences on Codes issues.  The incumbent also serves as the Departments primary voting representative as a member of the International Code Council (ICC), for the purpose of participating in the ICC code development process.

 

MINIMUM QUALIFICATIONS

 

Promotion: two years of service in an engineering or architectural title allocated to Grade 27 or above, and NYS licensure as a Registered Architect or Professional Engineer.

 

Open Competitive: ten years of administrative, technical, or professional experience in a public or private building construction, building inspection or building rehabilitation program and NYS licensure as a Registered Architect or Professional Engineer. Six years of the experience must have been in the development, administration, evaluation, or monitoring of the provisions of the NYS Building Construction Code or Uniform Fire Prevention and Building Construction Code or equivalent, and at least two years of which must have been in the supervision of a field inspection staff of 50 or more; or in the development of comprehensive building codes.
