BRIEF DESCRIPTION OF CLASS
The one position in this title manages the operations of the Division of Hispanic and Cultural Affairs. Incumbents of this position provide overall program supervision and guidance to facility Hispanic program providers; make recommendations regarding program implementation and policy development; assist in the planning and development of training programs for staff involved in the program; assist in development of ongoing recruitment strategies to attract Hispanic employees on an agency-wide basis; and assist in the development and review of program evaluations.
This position is classified within the Department of Correctional Services (DOCS). Incumbents at DOCS assist in the total care and confinement of inmates sentenced to the custody of the Department, and as such all incumbents perform various duties and functions in conjunction with the overall operation of a facility and/or location to which they are assigned.
DISTINGUISHING CHARACTERISTICS
COORDINATOR, HISPANIC INMATE PROGRAMMING: one position class; manages the operations of the Division of Hispanic and Cultural Affairs within DOCS.
RELATED CLASSES
The Coordinator of Transitional Services monitors all Transitional Services Programs in correctional facilities, ensuring compliance with all DOCS regulations and mandates and a standardization of programming among facilities. The incumbent is responsible for the development of policies and procedures to govern the program, for approval by the Assistant Commissioner.
ILLUSTRATIVE DUTIES
Provides overall program supervision and guidance to facility Hispanic program providers.
· Disseminates information regarding program changes to subordinates in Main Office and at the facility level.
· Receives and reviews reports from Main Office and facility staff noting problem areas.
· Takes action, as necessary, to correct problems and improve the operation of the program.
· Serves as the liaison to DOCS, other State agencies, the federal government, and outside agencies.
Makes recommendations regarding program policy development and implementation.
· Identifies needs of the Hispanic inmate population.
· Researches and prepares material to be included in the program, while interacting with DOCS and outside staff in developing these materials.
· Ensures that all policies are in conformance with DOCS and federal government policies, procedures, and guidelines.
· Ensures that program policies are reflected in changes and/or improvements in the program.
· Monitors program to ensure policies are conducive to effective operation of the program, recommending changes in policy as needed.
· Solicits recommendations from subordinate staff regarding needs of the program.
· Determines staff and material needs, recommending to the Director, Correctional Education Programs, that these items be included in budget requests and/or grant proposals.
Assists in the planning and developing of training programs for staff involved in the program.
· Schedules and provides training of staff in modified policies and procedures to ensure compliance and conformity of operations.
· Develops training material to be used in the training of program and DOCS staff.
· Develops training schedule.
· Performs training activities of program and DOCS staff.
· Assists in the selection of staff to participate in the program.
Assists in the development and review of program evaluations.
· Decides where and when program should be implemented, and is responsible for program implementation at chosen locations.
· Monitors the activities of the program to ensure that it is operating in an effective manner and in compliance with predetermined goals, DOCS, and program policies and guidelines.
· As necessary, takes corrective action to ensure program compliance.
· Recommends changes in policy, guidelines, and procedures with the intent to improve effectiveness.
· Disseminates information regarding approved changes in policies, guidelines, and procedures.
· Prepares various reports which are forwarded to the Director for review and approval.
· Performs special projects as assigned.
Supervises subordinate staff.
· Provides supervision, guidance, and oversight to subordinate staff, and intervenes and resolves problems as necessary.
· Determines and oversees staff assignments.
· Approves leave and tracks time and attendance.
· Reviews, monitors, and evaluates staff performance.
· Completes performance evaluations.
· Identifies training needs and arranges for provision of training.
· Manages and directs program activities by setting priorities and deadlines.
MINIMUM QUALIFICATIONS
Open Competitive: A Bachelor's Degree in Psychology, Criminal Justice, Sociology, Hispanic Cultural Studies, Counseling or Education; AND three years experience in the management of a program designed primarily to assist Hispanic inmates of a penal system of thirty facilities or more in adapting to the constraints of that system and obtaining benefit from all program offerings. Of this three years experience, two or more years must have involved system-wide responsibilities for the management of the program.
Programs that are not 75% or more directed towards assisting Hispanic inmates as described above will not be considered qualifying.
