BRIEF DESCRIPTION OF CLASS

 

The one position in this class participates in the development of vocational services programs/program enhancements made possible by awarded grant funds. These new programs are operated within the Office of Alcoholism and Substance Abuse Services (OASAS) licensed funded treatment system, or operate as independent vocational provider entities, and are geographically distributed throughout the State. The incumbent participates in implementation of the OASAS Vocational Services/Job Readiness agenda; develops and delivers training; oversees and provides technical assistance; reviews, analyzes, and prepares recommendations; and participates in grant development.

 

This position is only classified at the Main Office of OASAS.  Incumbents at OASAS assist in the total care of patients.  An incumbent performs various duties and functions in conjunction with the overall operation of a facility and/or location to which they are assigned.

 

 

DISTINGUISHING CHARACTERISTICS

 

Coordinator Job Development & Placement: supervisory level; participates in the development of grant funded vocational services programs/program enhancements; provides technical assistance; reviews, analyzes, and prepares recommendations concerning new proposals; oversees training; and participates in grant development.

 

ILLUSTRATIVE DUTIES

 

Participates in OASAS policy, procedural, and regulatory activities related to substance abuse treatment and vocational rehabilitation/employment services.

 

Participates in the planning, development, and supervision of training and technical assistance for treatment programs ensuring implementation of the OASAS Vocational Services/Job Readiness agenda.

 

Develops and delivers training to treatment providers to assist them in expanding their role of preparing AOD clients to engage in work activities as part of the treatment process.

 

Monitors, reviews, and supervises technical assistance to OASAS funded vocational programs to ensure compliance with current goals and objectives.

 

Reviews refunding applications.

 

Serves as agency liaison to New York State Vocational & Educational Services for Individuals with Disabilities in coordinating services for substance abuse treatment providers and their patients.

 

In conjunction with program management staff, is responsible for continuation of the vocational staffing patterns with special emphasis on new programs.

 

Gathers, reviews, and analyzes data on employment trends and disseminates labor market information.

 

Reviews, analyzes, and prepares recommendations concerning new proposals submitted to OASAS in the areas of vocational services from programmatic and financial point of view.

 

Develops new projects to integrate AOD treatment with vocational development/job readiness.

 

Evaluates existing vocational activities of AOD treatment providers and develops recommendations for expanding their voc/ed role.

 

Responsible for welfare reform system coordination with both State stakeholders and local DSS agencies. 

 

Analyzes and makes recommendations regarding NYS Welfare Reform agenda policies, procedures, and practices which impact the treatment provider system.

 

Participates in the development of Federal Welfare to Work Grants in order to maximize funding for New York State's efforts in the development of programs which address the employment issues of substance abusers.

 

Supervise subordinate staff.

 

-          Provide supervision, guidance, and oversight to subordinate staff, and intervene and resolve problems as necessary.

-          Determine and oversee staff assignments. 

-          Approve leave and track time and attendance.

-          Review, monitor, and evaluate staff performance. 

-          Complete performance evaluations.

-          Identify training needs and arrange for provision of training.

-          Manage and direct program activities by setting priorities and deadlines.

 

 

MINIMUM QUALIFICATIONS

 

Open Competitive:   Masters Degree in Vocational Rehabilitation Counseling and five years of progressively responsible experience in vocational counseling and placement. Three years of this experience must have included responsibility for the planning and coordination of a major program for the placement of clientele whose alcoholism/substance abuse impairs their ability to work.
