Classification Standard
BRIEF DESCRIPTION OF CLASS SERIES
Warrant and Transfer Officers are responsible for the inter- and intra-State transfer and custody of parole violators. Incumbents maintain the safety and security of all persons and property during the transport of parole violators. Warrant and Transfer Officers are sworn peace officers under New York State Criminal Procedure Law, and are required to carry firearms while on duty. Incumbents must pass firearms qualification testing and must participate in mandatory deadly physical force and tactical training annually. These positions are found only in the Division of Parole.
WARRANT AND TRANSFER OFFICER: responsible for the inter- and intra-State transfer and custody of parole violators via car, train, bus, or airplane. In addition, incumbents coordinate the transfer of parole violators to and from Parole Violation Hearings. They may also assist Parole Officers in investigations, surveillance, and arrests of parole violators.
SENIOR WARRANT AND TRANSFER OFFICER: supervises Warrant and Transfer Officers in maintaining safety and security of all persons and property during the intrastate or interstate transport of parole violators via automobile, bus, train, or airplane; directly observes Warrant and Transfer Officer behavior and actions and modifies such as necessary to ensure the safe and secure transport of parole violators; trains Warrant and Transfer Officers in appropriate procedures; coordinates and schedules extradition assignments; and evaluates procedures and recommends changes to enhance safety and to ensure the efficient use of Division resources. Senior Warrant and Transfer Officers may also supervise and participate in the instruction of new Parole or Warrant and Transfer Officers, or in the development and evaluation of in-service programs for agency staff. Senior Warrant and Transfer Officers may perform any of the duties and tasks performed by a Warrant and Transfer Officer, including personally transporting violators between locations. Incumbents would be required to assist the Staff Development Unit in supervising and participating in the instruction of new Warrant and Transfer Officers or Parole Officers and/or in the development and evaluation of in-service programs for agency staff.
Facility
Parole Officers are primarily responsible for preparing inmates for release to
parole and post-release supervision, and/or strict and intensive supervision and
treatment (SIST) under Article 10 of the Mental Hygiene Law. Facility Parole Officers are responsible for
the preparation of comprehensive release reports and the development of
case-specific supervision plans that are utilized by the Board of Parole when
rendering discretionary release decisions and when establishing conditions of
release for all inmates released to parole and post-release supervision. These reports are relied upon by field Parole
Officers to determine the needs of the releasees and
to assist in the transition from incarceration to supervision in the community
setting. Facility Parole Officers
perform social work and rehabilitation counseling, and identify appropriate
treatment services for inmates with significant problems and special needs
(e.g., alcohol and substance abuse, mental illness, medical issues and
disability, education, employment and vocational needs, homelessness, family
dysfunction, and delinquency).
WARRANT AND TRANSFER OFFICER
Under the direction of a Senior Warrant and Transfer Officer:
Provides inter-state and intra-state transfer and custodial services for parole violators.
· Prepares jail-time certificates for parole violators ordered returned.
· Ensures all appropriate paperwork is in order prior to departure.
· Serves 9011 (Violation of Parole Report) to parolee, including charges, within statutory guidelines. Explains preliminary hearing rights.
· Searches parole violators for contraband or potential weapons.
· Safeguards custody of parole violators when returning them to designated correctional facilities and makes transfer and security arrangements for moving violators.
· Prepares Supplementary Parole Violation Reports and any other necessary written reports following transport.
· Carries out returns in accordance with Federal Aviation Administration regulations.
Provides custodial services at Parole Violation Hearings.
· Coordinates transfer of violator including pick-up/sign-out and transfer to/from hearing room.
· Supervises violator while in Division of Parole custody, including putting on and removing restraints, controlling access to hearing room and searching witnesses entering the hearing room for weapons and contraband and providing security at Division of Parole offices or State or local correctional facilities.
Provides support for Parole Officers as necessary, including assistance in arrest situations, surveillance situations, investigations of absconders, and preparing written records of activities.
May perform a variety of duties related to Peace Officer status.
SENIOR WARRANT AND TRANSFER OFFICER
Under the general direction of a Supervising Parole Officer:
· Instructs officers under his/her supervision in proper performance of their duties and keeps them informed of any changes in policy.
· Observes work performance by accompanying officers on, in State and out-of-state return of parole violators.
· Evaluates the performance of each officer. Prepares written appraisal reports and discusses with officers.
· Ensures that officers are appropriately prepared for all transports.
· Coordinates schedules and assigns Warrant and Transfer Officers to interstate and intrastate returns.
· Maintains work assignment records and reports
Participates in the instruction of new employees and
the development of training programs for trainees and current employees while
assigned to Staff Development.
· Supervises classroom activities.
· Assists in the development and evaluation of training and in-service programs.
· Provides street survival and tactical skills training.
· Provides instruction in the use and handling of firearms.
· Provides Flying Armed instruction.
· Participates in curriculum development.
· Performs other related duties as required.
Warrant and Transfer
Officers are supervised by a Senior Warrant and Transfer Officer. Since the nature of the position
requires travel, Warrant and Transfer Officers operate with significant
independence while observing guidelines.
Senior Warrant and Transfer Officers are supervised by a Supervising Parole Officer while assigned to the warrant and transfer function. Senior Warrant and Transfer Officers operate with significant independence while supervising Warrant and Transfer Officers in the performance of their duties, as this work often requires travel.
WARRANT AND
TRANSFER OFFICER
Open Competitive: possession of a high school diploma or high school equivalency diploma and one year of municipal, State, or federal law enforcement experience that includes the transportation, custody and/or care of individuals under the supervision of a criminal justice or mental hygiene facility. Law enforcement experience must have been performed while in police officer or peace officer status.
SENIOR
WARRANT AND TRANSFER OFFICER
Promotion: one year of permanent competitive service as a Warrant and Transfer Officer and current certification from the NYS Division of Criminal Justice Services in General Topics and Firearms Instruction. Incumbents must retain certification after appointment.
