BRIEF DESCRIPTION OF CLASS SERIES

 

            Positions in this title series manage police activities and supervise Park Patrol Officers and seasonal and temporary staff assigned to enforce all New York State and local laws and agency rules and regulations at recreational and historic sites operated by the Office of Parks, Recreation and Historic Preservation.   In addition, they maintain good relations between the police force and the public and supervise Park Rangers and support staff.  They have full police officer powers pursuant to Criminal Procedure Law, Section 1.20 and they perform and direct the full range of professional police duties.  These positions are assigned to each of the agencys 11 regions.

 

DISTINGUISHING CHARACTERISTICS

 

            SERGEANT PARK PATROL: first supervisory level; supervises six or more full-time Officers; serves as second-in-command of a small or medium‑sized region; may serve as shift supervisor or zone supervisor.

 

            LIEUTENANT PARK PATROL: serves as second-in-command and shift supervisor for the Palisades or Niagara region; serves as a zone supervisor for the Long Island region; serves as a shift supervisor in the New York City region; two positions in each of these four regions.

 

            CAPTAIN PARK PATROL:  serves as second-in-command of the Long Island or New York City region and, in the latter region, supervises one of two zones.

 

            CHIEF REGIONAL PARK POLICE 1:  manages all police activities for a small to medium-sized park region; commands a staff of up to 19 full-time and up to 30 part-time Officers.

 

            CHIEF REGIONAL PARK POLICE 2:  manages all  police activities for the Niagara or Palisades region; commands a staff of between 20 to 49 full-time and 20 to 30 part-time Officers.

 

            CHIEF REGIONAL PARK POLICE 3:  manages all police activities for the Long Island or New York City region; commands a staff of 50 or more full-time and 50 or more part-time Officers.

 

NOTE:  No more than one Chief Regional Park Police classified per region.

 

RELATED CLASSES

 

            Positions in the Environmental Conservation Officer Series enforce provisions of the Environmental Conservation Law to protect, preserve, and improve the quality of the States natural environment.  They perform activities to control or prevent air and water pollution, the improper disposal of solid, toxic, and hazardous wastes, the improper use of pesticides and herbicides, the demise of endangered species, and the over-harvesting of fish and wildlife.

 

            Positions in the Traffic and Park Officer Series are earmarked for consolidation into the Park Patrol Officer Series as they become vacant

 

ILLUSTRATIVE DUTIES

 

            SERGEANT PARK PATROL:  under the supervision of a higher ranking officer, schedules and assigns staff and reassigns staff to cover emergencies; observes and evaluates staff performance; conducts on-the-job and classroom instruction; conducts police investigations; acts as liaison between Park Patrol Officers and local police; responds to emergencies and incidents as required; inspects, evaluates, and maintains police force property and equipment and ensures the availability of supplies; performs administrative functions, such as preparing reports, budget requests, duty rosters, and performance evaluations; assists in developing training programs and rules and regulations; recruits, interviews, and hires temporary officers; and supervises all police activities on an assigned shift, in a zone, or in the absence of a higher ranking officer.

 

            LIEUTENANT PARK PATROL:  under the general direction of a higher ranking officer, manages all police activities for an assigned zone or shift in a large park region; evaluates the performance of staff and makes recommendations regarding probationary or other terminations; evaluates reports prepared by subordinates; schedules and deploys staff and arranges for coverage for special events and absences; develops training programs and courses and conducts training; manages the hiring of temporary police; determines the need for outside training and assigns and selects staff for participation; establishes stations and posts for police coverage; recommends changes in operating rules, policies, and procedures; develops and maintains a close working relationship with other police and security forces within the region; supervises investigations; is responsible for the enforcement of all laws, rules, and regulations; prepares a variety of administrative reports; addresses organizations about police matters; and supervises all police activities in the absence of the Captain or Chief.

 

            CAPTAIN PARK PATROL: under the general direction of the Chief, serves as the principal assistant for all police activities in the zone or region; supervises all subordinate police staff; evaluates the performance of supervisory personnel; assists in conducting and managing the training program for all officers; cooperates with other law enforcement agencies on police matters; evaluates and approves reports and supervises the preparation of reports for other agencies; coordinates special event coverage; supervises the procurement of uniforms and equipment; recommends and implements changes in policies, rules, and regulations; supervises enforcement of all laws, rules, and regulations; and manages all police activities in the absence of the Chief.

 

            CHIEF REGIONAL PARK POLICE 1, 2, and 3: under administrative supervision of regional management staff, is responsible for all police activities in an assigned region; performs and directs special investigations; coordinates police operations with other regional programs and other police agencies; ensures the confidentiality and security of all police records; supervises all administrative functions for the police force, including budget preparation, maintenance of personnel and training records, equipment and supply inventory and control, and report preparation; manages the program for temporary police staff; assures that all police staff have appropriate certification and training;  approves all disciplinary measures and terminations of police staff; approves and implements policies, procedures, rules, and regulations;  evaluates and approves stations and posts for police coverage and implements changes as needed; manages and allocates law enforcement resources; and participates in emergency planning.

 

MINIMUM QUALIFICATIONS

 

SERGEANT PARK PATROL

 

Promotion:  two years of permanent service as a Park  Patrol Officer.

 

LIEUTENANT PARK PATROL

 

Promotion:  one year of permanent service as a Sergeant Park Patrol.

 


CAPTAIN PARK PATROL

 

Promotion: one year of permanent service as a Lieutenant Park Patrol or Chief Regional Park Police 1.

 

CHIEF REGIONAL PARK POLICE 1

 

Promotion:  one year of permanent service as a Sergeant Park Patrol or higher.

 

CHIEF REGIONAL PARK POLICE 2

 

Promotion:  one year of permanent service as a Lieutenant Park Patrol, Captain Park Patrol, or Chief Regional Park Police 1.

 

CHIEF REGIONAL PARK POLICE 3

 

Promotion:  one year of permanent service as a Captain Park Patrol or Chief Regional Park Police 2 or two years of permanent service as a Lieutenant Park Patrol or Chief Regional Park Police 1.

 

 

CRITERIA FOR APPOINTMENT AND CONTINUED EMPLOYMENT

 

-       Must maintain New York State residency pursuant to the Public Officers Law.

 

-       Must be qualified to be a Police Officer under New York State Law and be legally eligible to carry firearms.

 

-       Must possess and maintain a valid and unrestricted Class D New York State Drivers License.
