Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Deputy Superintendents for Security Services are responsible for the overall enforcement of laws, rules, and regulations and, as such, administratively direct all security functions to ensure the safety and security of inmates, employees, and visitors at the facility to which they are assigned.  Incumbents manage all security services of the facility; develop appropriate procedures for security, custody, control of the facility, and emergency situations; ensure proper staffing coverage, including relief arrangements; supervise security personnel; prepare and maintain custodial staffing reports; administer the issuance of keys, locks, weapons, and protective and other equipment from the key room and arsenal; control contraband; maintain proper count of inmates assigned to the facility; regulate inmate movement within the facility; regulate inmate movement from facility for outside trips; oversee the general care and well-being of inmates and the custody of inmate personal property; participates in labor relations activities; prepare budget requests relevant to the security services at the facility; assume management responsibility in the absence of the facility’s superintendent; and serve as a member or chairman of various committees. 

 

These positions are classified in the Department of Corrections and Community Supervision (DOCCS). 

 

DISTINGUISHING CHARACTERISTICS

 

DEPUTY SUPERINTENDENT FOR SECURITY SERVICES 2:  non-competitive; management level; supervises Correction Captains and/or Lieutenant; responsible for administratively directing all security functions at a correctional facility with an inmate population of between 400 and 699.  

 

DEPUTY SUPERINTENDENT FOR SECURITY SERVICES 3: non-competitive; management level; supervises Correction Captains and/or Lieutenant; responsible for administratively directing all security functions at a correctional facility with an inmate population of 700 or more.  Positions at this level are also classified in all maximum security level correctional facilities and the Bedford Hills Correctional Facility. 

 


 

RELATED CLASSES

 

Incumbents of positions of Deputy Superintendent for Program Services, Deputy Superintendent for Administrative Services, and Deputy Superintendent of Correctional Health Care Facility, also work under the direction of a Superintendent of Correctional Facility and are responsible for the programs, administration, and health care functions at a correctional facility.   

 

ILLUSTRATIVE DUTIES

 

DEPUTY SUPERINTENDENT FOR SECURITY SERVICES 2 AND 3:

 

Responsible for all security services functions at the correctional facility to which assigned. 

 

 

 

 

Develops and continually evaluates procedures for security, custody, control of the facility and emergency situations.

 

 

 

 

 

 

 

 

 

Ensures proper security staffing for the facility.

 

 

 

 

 

 

 

Supervises security personnel and civilian support staff assigned to security.

 

 

 

 

 

 

 

 

 

 

 

 

In conjunction with the Deputy Superintendent for Administrative Services and the Plant Superintendent, develops an adequate program to ensure the proper sanitation of the correctional facility.

 

 

 

 

 

Administers the issuance of keys, locks, weapons, and protective and other equipment from the key room and arsenal.

 

 

 

Controls contraband.

 

 

 

 

 

 

 

Maintains proper count of inmates assigned to the facility.

 

 

 

 

 

Regulates inmate movement within the facility.

 

 

 

 

 

Oversees the general care and well-being of inmates and the custody of inmate personal property.

Assumes management responsibility of an absent Superintendent.

 

 

 

 

 

Serves as member of the Executive Committee at the facility.

 

 

 

 

 

May act or serve as a member of the Time Allowance Committee, Training Committee, Media Review Committee, Safety Committee, Inmate Classification Committee, and any other committee as directed by the Superintendent.

 

Prepares Budget requests relevant to the security services at the facility.

 

 

 

 

Oversees inmate disciplinary procedures.

 

 

 

 

 

MINIMUM QUALIFICATIONS

 

DEPUTY SUPERINTENDENT FOR SECURITY SERVICES 2 AND 3:

 

Non-Competitive:  three years of experience in a position in the Department of Corrections and Community Supervision, including one year of experience in a security/custodial position allocated to Grade 22 or higher; or three years of experience in a position in the Department of Corrections and Community Supervision, including two years as a Correction Lieutenant.
