Classification Standard

BRIEF DESCRIPTION OF CLASS

The Director Cert Operations is responsible for the management, coordination, and supervision of all activities and staff related to the operations of Correctional Emergency Response Teams (CERT) and various safety and security issues around the State.  CERTs are deployed around the State to address security issues involving correctional facilities, off-site locations, correctional staff, and civilians.  Other activities performed by the incumbent include: tracking and storing CERT equipment; monitoring operations centers; serving as a security specialist; liaison with other State agencies, jurisdictions, private companies, etc.; and monitoring the use of inmate crews.

This position is only classified in the Department of Corrections and Community Supervision (DOCCS). 

DISTINGUISHING CHARACTERISTICS

DIRECTOR CERT OPERATIONS: non-competitive; management level; deals with a multitude of security coordination, logistical, and emergency issues throughout the DOCCS system from Central Office.

RELATED CLASSES

Deputy Superintendents for Security Services are located at correctional facilities and are responsible for the overall enforcement of laws, rules, and regulations and as such, administratively direct all security functions to ensure the safety and security of inmates, employees, and visitors at the facility to which they are assigned.

ILLUSTRATIVE DUTIES

Coordinates all Correctional Emergency Response Teams (CERT) both within and outside the Department.

• As directed by the Commissioner, orders CERT mobilization in the case of an incident at a facility.

• Organizes and supervises efforts of CERTs when deployed to assist other agencies in the case of a major disturbance or riot.

• Coordinates CERT efforts with Crisis Intervention Teams to resolve hostage situations.

• Develops additional CERT units at facilities approved by the Commissioner.

• Plans and implements CERT operations for the purpose of conducting large-scale contraband control operations.

Supervises, develops, and trains CERT staff.

• Determines work assignments and priorities for staff; reviews, monitors, and evaluates staff and work products; approves leave, tracks time and attendance, and participates in performance evaluations; and trains staff.

• Selects team members.

• Monitors, evaluates, and corrects staff effectiveness.

Tracks and monitors the inventory, maintenance, and storage of CERT equipment and supplies.

• Responsible for the purchase and storage of equipment and supplies.

• Makes periodic inventories of equipment and supplies on hand.

• Assures the storage location and facility is in compliance with Department policies.

Supervises the Communications Control Center (CCC).

• Assists in development and upgrading of the FUI computerized unusual incident reporting system.

• Supervises five command center Captains, monitoring time and attendance, training, and necessary qualifications.

• Monitors unusual incident reports from correctional facilities for timeliness and accuracy.

• Prepares monthly UI and Contraband Statistical Reports of selected incident types for the Deputy Commissioner for Correctional Facilities.

• Monitors the proper logging and filing of all unusual incident reports.

• Reviews all Ready Emergency Data (RED) book updates from correctional facilities and ensures R.E.D. books in command center are up-to-date.

• Supervises training and monitors security on N.Y.S.P.I.N. computer terminals in CCC.

• Monitors facility compliance with "operation preserve" emergency telephone line test.

• Prepares necessary memorandums and policies pertinent to CCC operation.

Coordinates Statewide effort to ensure full and proper compliance with Agency Directive #4910.

• In conjunction with the Deputy Commissioner for Correctional Facilities and the Department’s Counsel Office, monitors system-wide compliance with Directive #4910 "Control of and Search for Contraband" specifically the Hurley vs. Coughlin consent decree.

• Provides facility staff with appropriate training both at Central Office and correctional facilities to executive and line staff.

• Reviews Captains’ and Deputy Superintendents’ for Security monthly monitoring reports from 12 facilities and provides appropriate direction for proper completion of report.

• Audits correctional facilities to ensure facilities meet compliance standards and policies.

Serves as a specialist in the field of security and DOCCS emergency operations.

• Assists in the development of rules for inmates and employees.

• Functions as consulting member of pre-screening Central Office Review Committee.

• Prepares draft of responses for inquiries on security matters for the Deputy Commissioner, etc.

• May be required to inspect correctional facilities either personally or as a member of an inspection team.

• Assists in the compilation of facility security personnel assignment information, staff planning, and the development of facility plant plans and security staff requirements.

• Lectures at the Department's Training Academy.

• Develops plans for facility physical plants’ security and training programs for correction officer recruits and additional other staff requiring security training.

Operates the Emergency Coordination Center (ECC).

• Maintains and updates equipment assigned to the EOCC.

• Coordinates training of staff necessary to staff EOCC.

Generates weekly status reports.

• Monitors timely receipt of weekly status report from all double bunked facilities.

• Reviews all reports for accuracy.

• Prepares monthly report for submittal to the State Commission of Correction based on compilation of all incidents at each reporting facility; in addition to statistical comparison of incidents at specific facilities as directed by the Deputy Commissioner for Correctional Facilities.

Coordinates emergency planning with the NYS Police, NYS National Guard, the Governor's Office, vendors, and local police authorities.

• Contacts the above in case of emergency to keep them informed of status of emergency.

• Meets with the above to exchange information and keep informed of climate of correctional environment.

• Interacts with above to keep abreast of laws, policies, etc., that may have an effect on CERT Operations and to stay abreast of "state of the art" developments in the field of weapons and chemical agents.

Serves as liaison to the State Emergency Management Office (SEMO).

• Interacts with SEMO staff during activation of the State Emergency Coordination Center (SECC).

• Provides and ensures an appropriate level of DOCCS staff are trained to man DOCCS SECC desk.

• Reviews and advises the Deputy Commissioner and Commissioner regarding any SEMO request for DOCCS resources.

• Accounts for and tracks DOCCS resources provided for emergency/disaster relief.

Provides oversight of Department facility radio and emergency response radio programs and FCC license requirements.

• Monitors Department radio program staff.

• Reviews and approves replacement radio systems and equipment.

• Ensures inventory of all related radios and equipment.

• Ensures appropriate training programs are in place related to maintenance and use of Department radio equipment.

Serves as the Department’s National Incident Management System (NIMS) representative.

• Develops NIMS/ICS initiatives consistent with Federal mandates.

• Implements NIMS/ICS training programs for CERT and CIU teams as appropriate.

• Coordinates with Office of Homeland Security representative regarding Federal mandated compliance metrics via FEMA NIMCAST.

• Oversight of Department’s ION Scan (Electronic Drug/Explosive Detection Unit) program.

• Monitors utilization of ION Scan equipment and program staff.

• Ensures adequate level of staffing and training in conjunction with current ION Scan technology and Department policy.

• Reviews, investigates and responds to issues and complaints related to ION Scan testing and protocols.

• Approves requests for equipment, machine maintenance and other related ION Scan supplies.

• Maintains records related to ION Scan usage and statistical data.

MINIMUM QUALIFICATIONS

Promotion: two years of permanent competitive service in a security title allocated to Grade 20 or higher, or one year of permanent competitive service in a security title allocated to Grade 23 or higher.

Non-Competitive: three years of experience in a position within DOCCS, including one year of experience in a position allocated to Grade 22 or higher; or two years of experience as a Correction Lieutenant.
