BRIEF DESCRIPTION OF CLASS

 

The Director Cert Operations is responsible for the management, coordination, and supervision of all activities and staff related to the operations of Correctional Emergency Response Teams (CERT) and various safety and security issues around the State.  CERTs are deployed around the State to address security issues involving correctional facilities, off-site locations, correctional staff, and civilians.  Other activities performed by the incumbent include: tracking and storing CERT equipment; monitoring operations centers; serving as a security specialist; liaison with other State agencies, jurisdictions, private companies, etc.; and monitoring the use of inmate crews.

 

This position is only classified in the Department of Corrections and Community Supervision (DOCCS). 

 

DISTINGUISHING CHARACTERISTICS

         

DIRECTOR CERT OPERATIONS: non-competitive; management level; deals with a multitude of security coordination, logistical, and emergency issues throughout the DOCCS system from Central Office.

 

RELATED CLASSES

 

Deputy Superintendents for Security Services are located at correctional facilities and are responsible for the overall enforcement of laws, rules, and regulations and as such, administratively direct all security functions to ensure the safety and security of inmates, employees, and visitors at the facility to which they are assigned.

 

ILLUSTRATIVE DUTIES

         

Coordinates all Correctional Emergency Response Teams (CERT) both within and outside the Department.

 

 

 

 

 

 

Supervises, develops, and trains CERT staff.

 

 

 

 

Tracks and monitors the inventory, maintenance, and storage of CERT equipment and supplies.

 

 

 

 

Supervises the Communications Control Center (CCC).

 

 

 

 

 

 

 

 

 

 

Coordinates Statewide effort to ensure full and proper compliance with Agency Directive #4910.

 

 

 

 

 

Serves as a specialist in the field of security and DOCCS emergency operations.

 

 

 

 

 

 

 

 

Operates the Emergency Coordination Center (ECC).

 

 

 

Generates weekly status reports.

 

 

 

 

Coordinates emergency planning with the NYS Police, NYS National Guard, the Governor's Office, vendors, and local police authorities.

 

 

 

 

Serves as liaison to the State Emergency Management Office (SEMO).

 

 

 

 

 

Provides oversight of Department facility radio and emergency response radio programs and FCC license requirements.

 

 

 

 

 

Serves as the Department’s National Incident Management System (NIMS) representative.

 

 

 

 

 

 

 

 

 

         

MINIMUM QUALIFICATIONS

 

Promotion: two years of permanent competitive service in a security title allocated to Grade 20 or higher, or one year of permanent competitive service in a security title allocated to Grade 23 or higher.

 

Non-Competitive: three years of experience in a position within DOCCS, including one year of experience in a position allocated to Grade 22 or higher; or two years of experience as a Correction Lieutenant.
