Classification Standard

BRIEF DESCRIPTION OF CLASS

The Correctional Security Technical Services Specialist is a supervisor responsible for overseeing the Department’s armed post, the use and security of lethal weapons; chemical agents; arsenal operations; the K-9 unit, the Warrant and Extradition Unit; and facility package room and visiting room operations.

This position is only classified at the Department of Corrections and Community Supervision (DOCCS). 

DISTINGUISHING CHARACTERISTICS

CORRECTIONAL SECURITY TECHNICAL SERVICES SPECIALIST: one position class; develops and recommends standards for the use of deadly and non-deadly force within the Department; ensures range compliance; reviews all facility key control plans; and supervises subordinate staff.

          Correctional Services Training Academy Assistant Director provides direct and technical supervision of staff involved with the management of DOCCS’ Training and Staff Development programs.

          Correctional Services Fire and Safety Coordinator is responsible for ensuring that all DOCCS facilities are in compliance with State and Federal regulations.

ILLUSTRATIVE DUTIES

Develops and recommends to the Deputy Commissioner for Correctional Facilities standards for the use of deadly and non-deadly force within the Department.

• Conducts biennial site inspections of all facility arsenals, auxiliary arsenals, armed posts, package, and visiting rooms.

• Maintains database and completes inventory of all armaments assigned to a facility.

• Prepares written evaluations subsequent to site inspections.

• Inspects electronic perimeter systems, including the Closed Circuit Television Systems used to remotely monitor the perimeter.

• Submits recommendations for additional armament at the facilities to the Assistant Commissioner for Correctional Facilities.

• Monitors facility security purchases, i.e. metal detectors, ammunition, restraints via financial management system.

• Works directly with the Division of State Police to coordinate the timely disposal of surplus weapons and equipment in accordance with Executive Order Number 47.

• Ensures all State Police Weapons Registration Forms (C-Form) are complete and maintained.

• Maintains contact with manufacturers of chemical agents utilized by the Department.

• Reviews all monthly inventories and uses of chemical agents.

• Evaluates facility stocks and deployment of chemical agents in armed posts.

• Inspects all electronic chemical agent equipment systems biennially.

• Ensures facility compliance with directives related to the function and daily/weekly inspections of all metal detectors and BOSS (Body Orifice Scanning System) chairs.

• Acts as the Central Office technical expert for all weapons/chemical agents related field questions.

• Works with the Director of Training on all proposed security lesson plan modifications.

• Works closely with Product Evaluation Committee and reviews field testing results conducted at the Training Academy of those products being evaluated.

Ensures Range Compliance.

• Reviews and makes recommendations to the Deputy Commissioner for Correctional Facilities for all new range construction.

• Inspects and certifies ranges for use.

• Inspects ranges for safety, efficiency, and compliance with OSHA regulations biennially.

Reviews all facility key control plans.

• Reviews all facility procedures for compliance with key control.

• Inspects the key and locksmith operations.

• Reviews emergency key logs.

Supervises subordinate staff.

• Provides supervision, guidance, and oversight to subordinate staff, and intervenes and resolves problems as necessary.

• Determines and oversees staff assignments. 

• Approves leave and tracks time and attendance.

• Reviews, monitors, and evaluates staff performance. 

• Completes performance evaluations.

• Identifies training needs and arranges for provision of training.

• Manages and directs program activities by setting priorities and deadlines.

• Coordinates with the Division of State Police certification of new candidates and re-certification of the unit.

• Ensures proper deployments.

• Ensures extraditions and Governor’s warrants are executed properly.

MINIMUM QUALIFICATIONS

Open Competitive: three years of experience in a peace officer position within a state or federal correctional services organization of which two or more years must have involved the provision of training to staff in the area of weapons and chemical agents.

In addition, candidates must have completed courses equivalent to 200 on-site hours in the use of weapons, including handguns, rifles, and shotguns, their care and maintenance; courses amounting to 60 on-site hours in the use of tear gas or similar chemical agents; and courses involving training of subordinate staff in these areas amounting to at least 40 on-site hours.  Courses must be certified by either a state or federal government jurisdiction or by the American Correctional Association.
