Classification Standard

 

BRIEF DESCRIPTION OF CLASS

 

Assistant Deputy Superintendents directly support facility Superintendents or Deputy Superintendents in the management of day-to-day activities of a program or programs; the development of policy, programs, and procedures for those areas; and functioning as a member of a correctional facility’s executive team.

 

These positions are classified in the Department of Corrections and Community Supervision (DOCCS). 

 

DISTINGUISHING CHARACTERISTICS

 

Assistant Deputy Superintendent: management level; oversees a unit or program; functions as overall second-in-command to a Superintendent at small facilities (less than 400 inmates) that do not have Deputy Superintendent positions; or functions as overall second-in-command to a Deputy Superintendent at facilities with an actual inmate count of over 2,000, with total program responsibility for one or more discrete programs.

 

ILLUSTRATIVE DUTIES

 

Oversees the operations of various programs and units, including the supervision of program and security staff.

 

·       Determines staff work assignments and priorities; reviews, monitors, and evaluates staff and work; approves leave, tracks time and attendance, and participates in performance evaluations; and trains staff.

 

·       Reviews the quality and quantity of techniques and methods.

 

·       Instructs staff on procedures and policies, while identifying potential programs.

 

·       Furnishes additional information or guidance to subordinates.

 

·       Works directly with a facility’s human resources office to ensure that staffing patterns are appropriate for the level of care provided.

 

·       Obtains necessary space, equipment, and supplies.

 

·       Evaluates the effectiveness of program and unit operations, and recommends modifications or innovations when appropriate.

 

·       Coordinates activities with a facility and between various personnel.

 

Serves as a member of a facility’s executive team.

 

·       Discusses overall facility policy and procedures, reports any problems observed, and makes recommendations for improvement.

 

·       Meets with the executive team and participates in discussions and makes recommendations on facility-wide policies and procedures, including safety and security matters.

 

·       Determines budgetary and programmatic needs, responds to correspondence, and prepares reports on activities for the Superintendent.

 

·       Deals with complaints and inquiries from inmates, inmate families and relatives, and lawyers representing inmates.

 

·       Functions as Acting Superintendent and/or Officer of the Day, with full responsibility for an entire correctional facility, on an occasional basis.

 

Serves as disciplinary hearing officer for all Tier III disciplinary procedures and provides tier assistance, as the need arises.

 

·       Reviews charges brought against inmates.

 

·       Conducts interviews of inmates and any witnesses, and sees that interviews are properly recorded.

 

·       Determines guilt or innocence of individuals and imposes sentences.

 

Serves on various inter and intra-facility committees, and coordinates efforts to provide services to inmates.

 

·       Meets with various State and non-State employees on a wide range of correctional issues.

 

·       Works with representatives of all bargaining units to set basic labor policy.

 

·       Counsels employees with problems, and makes proper referrals, when necessary.

 

·       Deals with employee discipline problems.

 

·       Settles disagreements between employees.

 

MINIMUM QUALIFICATIONS

 

Promotion:  one year of permanent service in a position allocated to Grade 22 or higher, or three years of permanent service in a position allocated to Grade 18 or higher, in the New York State Department of Corrections and Community Supervision.
