Due to the size of the candidate population for this test date, you may be assigned to either a Saturday or Sunday test date (February 3 or 4). Your admission notice will tell you where and when you are scheduled to appear. You cannot request a day in advance or change your scheduled day.

This TRANSITION EXAMINATION is one of several concepts included in a Memorandum of Intent agreed to by NewYork State and CSEA, and is designed to provide opportunities for employees within state service.

An open-competitive examination is being held at the same time as this transition examination. Agencies have the option of making appointments from either list. If you meet the requirements for the open-competitive as well as the transition examination, you may wish to apply for both. The appropriate processing fee must be filed for the open-competitive examination.

The eligible list resulting from this transition examination will be used to fill a two-year traineeship leading to the journey-level title of Service Area Representative. You will advance to the journey-level, without further examination, upon successful completion of the two-year traineeship AND three semester credit hours of college coursework in hotel, restaurant, or institutional management AND nine credit hours in Business or Contract Management. If you do not already possess the required coursework, you must complete this requirement by the end of your traineeship. The traineeship consists of one year as a Trainee 1 (salary $36,755) and one year as a Trainee 2 (salary $38,826). Presently, the salary for a journey-level Service Area Representative is $41,055. During the length of the traineeship, you will be on probation and will be placed on leave of absence from your permanent title. You will revert to that title if you do not successfully complete all requirements of the traineeship.

An appointee's performance in the trainee position and in prescribed training and development programs will be observed and evaluated. The prescribed training and development program will include extensive on-the-job training and carefully designed and monitored work experience. An appointee not meeting required standards can be terminated at any time after the initial eight weeks and before completion of the traineeship.

MINIMUM QUALIFICATIONS: On or before February 3, 2007, you must be a qualified employee of the NewYorkState Thruway Authority or the New York State Canal Corporation and have had one year of permanent competitive or non-competitive service in a position allocated to Grade 10 or higher*.

* In accordance with Section 52.11 of the Civil Service Law, individuals serving permanently in the non‑competitive class in a qualifying title (including those serving under Section 55-b/55-c) who otherwise meet the requirements for taking this examination are eligible to compete in this examination.

License Requirement: Candidates must possess a valid license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter.

If you were permanently appointed to a qualifying title on or before March 3, 2006, and have served continuously in this title since that date, you are eligible to file for this examination.

QUALIFYING EXPERIENCE FOR APPOINTMENT FROM THE ELIGIBLE LIST: After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

ORDER OF CERTIFICATION: The Thruway Authority and Canal Corporation are separate promotion units. When filling positions at the Thruway Authority, Thruway Authority employees will be certified before Canal Corporation employees. When filling positions at the Canal Corporation, Canal Corporation employees will be certified before Thruway Authority employees. The Order of List Certification is as follows:

  1. Promotion unit eligibles
  2. All eligibles

DUTIES: As a Service Area Representative Trainee 1, you would inspect Thruway restaurant and service stations; enforce contract provisions; and prepare reports on practices and policies concerning a variety of areas such as food service quality, fuel service quality, sanitation, retail sales, gift shops, tourist information centers, farm markets, and game rooms. You would investigate and resolve customer complaints at assigned Thruway service areas, monitor food, fuel, and product pricing for contract compliance, and resolve problems with local telephone companies and coordinate repairs. You would also assist in the coordination of special events. The duties of this position may require substantial travel and evening shifts which increases over the summer months. Work schedules include working rotating shifts as well as Saturdays, Sundays, and holidays.

SUBJECT OF EXAMINATION: There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Arithmetic reasoning – These questions test your ability to solve an arithmetic problem presented in sentence or short paragraph form. You must read the problem, understand the situation presented, decide what must be done to solve it, and apply the appropriate arithmetic operation(s) in the appropriate order, in order to determine the correct answer. Knowledge of addition, subtraction, multiplication, and division will be necessary. Questions may also involve the use of percents, decimals, and fractions.
  2. Educating and interacting with the public – These questions test for a knowledge of techniques used to interact effectively with individual citizens and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service.
  3. Evaluating conclusions in light of known facts – These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.
  4. Organizing data into tables and records – These questions test your ability to combine and manipulate information into a specified format. You will be given numerical data in tabular and/or narrative form, and you must compile it into tables or records. Ability to add and subtract is required. All information necessary to answer the questions is given. No knowledge of specific bookkeeping, account-keeping, or recordkeeping systems is required.
  5. Preparing written material – These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  6. Understanding and interpreting written material – These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime veterans' credits to your final passing score.

CREDIT FOR SENIORITY: Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.
