Appointees in Rockland County will receive an additional $1,200 annual location pay differential.

This examination is being held to fill vacancies in the New York State Thruway Authority only.

An open-competitive examination is being held at the same time as this transition examination. Agencies have the option of making appointments from either list. If you meet the requirements for the open-competitive as well as the transition examination, you may wish to apply for both. The appropriate processing fee must be filed for the open-competitive examination.

The eligible list resulting from this transition examination will be used to fill a two-year traineeship leading to Assistant Traffic Supervisor, equated to Grade 18. The traineeship consists of one year as a Trainee 1, equated to Grade 15 ($37,621), and one year as a Trainee 2, equated to Grade 16 ($39,692). Successful completion of the two-year traineeship, including mandatory coursework, will result in advancement without further examination to Assistant Traffic Supervisor, equated to Grade 18 ($44,282).

An appointee's performance in the trainee position and in prescribed training and development programs will be observed and evaluated. The prescribed training and development program will include extensive on-the-job training and carefully designed and monitored work experience. An appointee not meeting required standards can be terminated at any time after the initial eight weeks and before completion of the traineeship. An appointee will be placed on leave from their permanent title and will revert to that title if they do not successfully complete the traineeship.

Minimum Qualifications

On or before January 12, 2008, you must be a qualified employee of the New York State Thruway Authority or the New York State Canal Corporation and have had three months of permanent competitive, non-competitive, or labor class service in a position allocated to Grade 10 or higher.

If you were permanently appointed to a qualifying title on or before October 12, 2007, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List

After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

License Requirement

Candidates must possess a valid license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter.

Order of Certification

The Thruway Authority and Canal Corporation are separate promotion units. When filling positions at the Thruway Authority, Thruway Authority employees will be certified before Canal Corporation employees. The Order of List Certification is as follows:

Notes

  1. Because of the nature of the position(s) there is an investigative screening which may include a thorough character investigation. All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case is determined on its own merits and consistent with the applicable provisions of state and federal laws.
  2. Qualifications and other elements of the traineeship may be changed in the future and/or the traineeship may be discontinued as determined by the New York State Department of Civil Service.
  3. In accordance with Section 52.11 of the Civil Service Law, individuals serving permanently in the non competitive or labor class in a qualifying title (including those serving under Section 55b/c) who otherwise meet the requirements for taking this examination are eligible to compete in this transition examination.

These positions exist with the New York State Thruway Authority and are located in Albany, Erie, Onondaga, and Rockland Counties.

Duties

As an Assistant Traffic Supervisor Trainee 1, you would, under the supervision of experienced division traffic personnel, learn all activities relating to the control of traffic within a Thruway Division and you may be assigned similar activities relating to the Canal Corporation. These activities include: accident investigation; work zone inspection; construction plan review; safety inspection; review of proposed sign siting; and review of authorized and emergency services such as towing, conducting traffic counts and surveys, emergency contingency planning, and collection of evidence at accident scenes. Your duties may also include: coordination of an abandoned vehicles program; evaluation of the conditions for, and inspection of vehicles, for the issuance of special hauling permits; assisting in the planning and implementation of Intelligent Transportation System Technologies; operation of emergency backup for system-wide radio; inspection of tandem equipment; and assignment to other Thruway Divisions.

Important

The duties of this position may require some physical exertion as well as working in adverse weather conditions. In addition, you may be required to travel; you would also be required to be available for 24 hour call-outs within an assigned Thruway Division. These positions may require shift work.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Evaluating conclusions in light of known facts - These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.
  2. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  3. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test.
  4. Understanding and interpreting written material based on the Vehicle and Traffic law, rules and regulations - These questions will test for the ability to read, understand and interpret various provisions of the above named law, rules or regulations. The candidate will be provided with a reading selection based on or extracted from a passage of legal text. The candidate must read the selection and then answer one or more questions based upon it. All factual information needed to answer these questions is provided in the reading selections. No prior knowledge of that information is necessary to answer the questions correctly.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Multiple Examinations Scheduled for the Same Day

Eligibility for Examination

To be eligible to compete in this examination, you must be employed in the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
