This examination is being held to fill vacancies in the NYS Office of Mental Health only.

MINIMUM QUALIFICATIONS TO PARTICIPATE IN THIS EXAMINATION: On or before the last date for filing applications, you must be a qualified employee of the New York State Office of Mental Health and have had three months of permanent competitive or 55-b/55-c service as:

Rehabilitation Counselor 2, Rehabilitation Counselor 2 (Deaf and Hearing Impaired) or Rehabilitation Counselor 2 (Spanish Language) |
Or 2:

Workshop Specialist. |
If you were permanently appointed to a qualifying title on or before August 9, 2001 and have served continuously in this title since that date, you are eligible to file for this examination.
QUALIFYING EXPERIENCE FOR APPOINTMENT FROM THE ELIGIBLE LIST: After one year of service as a Rehabilitation Counselor 2, Rehabilitation Counselor 2 (Deaf and Hearing Impaired) or Rehabilitation Counselor 2 (Spanish Language) or two years as a Workshop Specialist, successful candidates will be qualified for appointment from the eligible list.
SUBJECT OF EXAMINATION: The examination consists of meeting the "Minimum Qualifications" on or before the last date for filing applications, and your best score of 70 or higher on the Supervisors Promotion Test Battery.
Scope of the Supervisors Promotion Test Battery for October 27, 2001:
NOTE: If you are qualified for Examination No. 05-026010, but you do NOT meet the qualifications for the Supervisors Promotion Test Battery, you MUST apply for and take the written test for Examination No. 05-026010 on October 27, 2001. Your score on this test will NOT result in a banked Promotion Test Battery score. If you are qualified for Examination No. 05-026010 and also meet the qualifications for the Supervisors Promotion Test Battery, you must likewise file an application for Examination No. 05-026010. That application will automatically enter you as a candidate for the October 27, 2001 Supervisors Promotion Test Battery as well. If you have not as yet taken the Supervisors Promotion Test Battery, or you would like to try to improve your score, you MUST appear for the written test on October 27, 2001. If you are satisfied with your highest Supervisors Promotion Test Battery score, you need not appear for the October 27, 2001 written test. Your best Battery score will be used in establishing the eligible list for Examination No. 05-026010.
If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any war-time veterans credits to your final passing score.
Approximately three days before the written test, you will receive a test admission notice of the time and place for you to take the written test on October 27, 2001.

Test Guide: There will be a Test Guide which will be available to all candidates prior to the written test. This publication will provide an overview of the test process as well as detailed information about written simulation tests. Candidates will not be permitted to bring the Guide with them into the written test.
By the third week in September, a copy of the Test Guide will be available in your personnel or business office. The Test Guide will also be available here.
CREDIT FOR SENIORITY: Seniority is credited at the rate of one credit for each five year period (or fraction thereof) excluding the first year of service.
NOTE: If you are an employee of the Office of Mental Health AND meet the Minimum Qualifications To Participate In This Examination, you are also eligible to compete in Exam No. 06-019010, Supervisor of Rehabilitation Services which is also being held on October 27, 2001. You may file one promotion application, XD-5, listing the examination numbers and titles, or apply for each exam number by telephone.
