OPEN TO ALL QUALIFIED EMPLOYEES OF THE NEW YORK STATE
OFFICE OF MENTAL HEALTH

MINIMUM QUALIFICATIONS TO PARTICIPATE IN THIS EXAMINATION: On or before November 15, 2002, you must be a qualified employee of the New York State Office of Mental Health and have had permanent competitive or 55-b/55-c service as follows:

For No. 06-151: one year as an Education Supervisor (General)
For No. 06-152:
Either A:
one year as an Education Director 1
Or B:
two years as an Education Supervisor (General)

In addition, for both No. 06-151 and No. 06-152, you must have a permanent Principal's, Supervisor's, School Administrator and Supervisor's or School District Administrator's certificate issued by the New York State Education Department.

For No. 06-151:
If you were permanently appointed to Education Supervisor (General) on or before December 15, 2001 and have served continuously in this title since that date, you are eligible to file for this examination.
For No. 06-152:
If you were permanently appointed to Education Director 1 on or before December 15, 2001 or if you were permanently appointed to Education Supervisor (General) on or before December 15, 2000, and have served continuously in this title since that date, you are eligible to file for this examination.

NOTE:

  1. These examinations have special minimum qualifications in addition to the usual "time in service" requirement. In order to complete your application properly, you must list all pertinent certificates (specialty, certificate number, date of issue, issuing agency, and dates of validity) on your application.
  2. If you lose your certification, steps will be taken to remove you from the position.
  3. Employees of the Office of Children and Family Services should ask their Personnel Office for the announcement for Exam No. 06-150 Education Director 1. This announcement lists different minimum qualifications for the Office of Children and Family Services.

QUALIFYING EXPERIENCE FOR APPOINTMENT FROM THE ELIGIBLE LIST: After completion of the service described in the minimum qualifications, successful candidates will be qualified for appointment from the eligible list.

ORDER OF CERTIFICATION:

For Number 06-152:

  1. "A" eligibles
  2. "All" eligibles

SUBJECT OF EXAMINATION: The examination consists of meeting the minimum qualifications on or before November 15 2002, and your best score of 70 or higher on any previously held Supervisors Promotion Test Battery, or the November 16, 2002 holding.

Final scores will be computed by using your best score of 70 or higher on the Supervisors Promotion Test Battery. If you pass, your seniority credits, if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any war-time veterans credits to your final passing score.

NOTE: Candidates intending to take the November 2002 Supervisors Promotion Test Battery must apply separately for that test.

CREDIT FOR SENIORITY: Seniority is credited at the rate of one credit for each five year period (or fraction thereof) excluding the first year of service.

ELIGIBILITY FOR EXAMINATION: To be eligible to compete in this examination, you must be employed in the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
