Minimum QualificationsSubject of ExaminationHow to Apply

MINIMUM QUALIFICATIONS: On or before June 3, 2005, you must be a qualified employee of the New York State Education Department and have had three months of permanent competitive or 55-b/55-c service as follows:

For Number 06-531:
Either 1.
Senior Librarian (Automation);
Or 2.
Senior Librarian (regardless of parenthetic) in a position where at least 50% of your duties involved analyzing library procedures to determine the most appropriate form of automation; planning, managing and troubleshooting the installation of an automated system; and managing the automated system after installation. You must have experience with operating systems (UNIX and Windows NT/2000) and server hardware. (See below for Important Instructions for Applying)

For Number 06-532:

Senior Librarian (regardless of parenthetic) in a position where at least 50% of your duties involved providing direct public library services; planning collection distribution, maintenance and space allocation; coordinating volunteer and outreach programs; and preparing and selecting materials for conversion to special format as well as developing location tools for these materials. (See below for Important Instructions for Applying)


For Number 06-533:

Senior Librarian (regardless of parenthetic) in a position where at least 50% of your duties involved working in a conservation-oriented unit microfilming, scanning/digitizing, binding, restoring, repairing and/or developing disaster preparations and conservation needs assessment; supervising microform production within the library; coordinating microform production through an outside vendor; supervising scanning/digitization and supervising the commercial binding operation. Senior Librarian (Reference);
Or 2.
Senior Librarian (regardless of parenthetic) in a position where at least 50% of your duties involved direct service to on-site patrons using print, microform and electronic sources; assisting librarians and patrons through interlibrary loans; responding to telephone and mail inquiries; preparing and editing finding aids, bibliographic tools, abstracts and publications; and selecting materials appropriate to the State Library's collection. For No. 06-535:
Either 1.
Senior Librarian (Technical Processes);
Or 2.
Senior Librarian (regardless of parenthetic) in a position where at least 50% of your duties involved cataloging library materials using AACR2 and national standards, Library of Congress practices, CONSER standards and MARC tagging; processing of library materials such as books, monographs, government documents, serials and research materials using on-line control systems; ordering and acquiring books, journals, serials, microfilms, electronic resources and other materials for the library's collection; supervising payment of orders; monitoring book budget funds; maintaining financial records; and working to resolve bibliographic problems and issues in order to maintain the quality of the cataloging records. If you were permanently appointed to a qualifying title on or before March 3, 2005 and have served continuously in this title since that date, you are eligible to file for this examination.

IMPORTANT INSTRUCTIONS FOR APPLYING: If you qualify for Associate Librarian (Blind), Associate Librarian (Conservation), or under "Option 2" for Associate Librarian (Automation), Associate Librarian (Reference), or Associate Librarian (Technical Processes) you must include with your application an attestation on agency letterhead signed by your program manager and the director of Human Resources Management indicating you meet the special qualifications as noted. Failure to provide verification will result in disqualification.

QUALIFYING EXPERIENCE FOR APPOINTMENT FROM THE ELIGIBLE LIST: After one year of the service described in the minimum qualifications, successful candidates will be qualified for appointment from the eligible list.

SUBJECT OF EXAMINATION: The examination consists of meeting the minimum qualifications on or before May 14, 2005 and your best score of 70 or higher on any previously held Supervisors Promotion Test Battery, or the June 4, 2005 holding.

NOTE: Candidates intending to take the June 2005 Supervisors Promotion Test Battery must apply separately for that test.

Final scores will be computed by using your best score of 70 or higher on the Supervisors Promotion Test Battery. If you pass, your seniority credits, if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime veterans' credits to your final passing score.

CREDIT FOR SENIORITY: Seniority is credited at the rate of one credit for each five-year period (or fraction thereof) excluding the first year of service.

ELIGIBILITY FOR EXAMINATION: To be eligible to compete in this examination, you must be employed in the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
