MINIMUM QUALIFICATIONS: On or before January 21, 2006, you must be a qualified employee of the New York State Office of the State Comptroller and have had permanent competitive or 55 b/55 c service since September 9, 2005, as follows:

For Number 06-613:

as a State Program Examiner 1, State Program Examiner 1 (Fiscal), State Program Examiner 1 (Systems), State Program Examiner Trainee 2, State Program Examiner Trainee 2 (Fiscal), or State Program Examiner Trainee 2 (Systems).

For Number 06-614:

Either: State Program Examiner 1 (Systems) OR State Program Examiner Trainee 2 (Systems).

QUALIFYING EXPERIENCE FOR APPOINTMENT FROM THE ELIGIBLE LIST: After one year of permanent competitive or 55-b/55-c service at the full performance level (SG-18), in a qualifying title, successful candidates will be qualified for appointment from the eligible list.

SUBJECTS OF EXAMINATION: The examination consists of meeting the minimum qualifications on or before January 21, 2006, taking any previously held Supervisors Promotion Test Battery, or the September 9, 2006 holding, a performance assessment, and an additional written test to be held January 21, 2006.

NOTE: All candidates who meet the minimum qualifications and who participated in the Supervisors Promotion Test Battery or who expect to compete in the Supervisors Promotion Test Battery in September 2006 are eligible regardless of their score on the Battery test. Candidates intending to take the September 2006 Supervisors Promotion Test Battery must apply separately for that test.

Final scores will be computed by combining, as shown below, your score of 70 or higher on the performance assessment, your additional written test score, and your best score on the Supervisors Promotion Test Battery.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime veterans' credits to your final passing score.

Scope of Written Test: The additional written test will be held on January 21, 2006. It will be designed to test for knowledge, skills, and/or abilities in such areas as:

For Examination Numbers 06-613 and 06-614:

  1. Performance and compliance auditing – These questions may deal with, but are not necessarily limited to, such matters as current generally accepted governmental auditing standards as promulgated by the General Accounting Office (GAO), Governmental Accounting Standards Board (GASB), and the American Institute of Certified Public Accountants (AICPA); financial management practices; quantitative analysis and sampling techniques; establishing and evaluating internal controls; auditing of computerized records; planning and conducting an audit; and preparing the audit report.

In addition to the above, for Examination Number 06-614:

  • Computer programming concepts and logical reasoning – These questions test for basic knowledge of computer programming terminology and techniques, including flowchart interpretation, and on various database querying techniques such as sampling, sorting, and matching. The questions also cover the ability to reason logically, including logical implications (e.g., if A and B, then C) and relations (e.g., greater than).
  • Principles and practices of computer systems security – These questions test for knowledge of principles and practices of computer systems security, including data security, installation security, and prevention of computer fraud. They cover such subjects as security techniques and procedures; development and implementation of controls in applications systems; identification and resolution of security problems in application, database, communication, and microcomputer-based systems; security reviews; and disaster recovery and business continuity.
  • Information systems auditing – These questions test for knowledge of principles of information systems auditing. They cover such subjects as analyzing systems, operations, documentation and controls; reviewing systems development; and evaluating controls over acquisition and implementation of software.

Scope of Performance Assessment: The performance assessment is designed to evaluate your abilities and work performance against the following dimensions:

  1. Program and Special Project Involvement
  2. Self Development
  3. Program and Product Improvements and Innovations
  4. Customer Service and Relations

CREDIT FOR SENIORITY: Seniority is credited at the rate of one credit for each five-year period (or fraction thereof) excluding the first year of service.

ELIGIBILITY FOR EXAMINATION: To be eligible to compete in this examination, you must be employed in the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

ADMISSION TO EXAMINATION: Notice to appear for the test may be conditional as review of applications may not be made until after the test. All tests will be held at the State examination center.
