MINIMUM QUALIFICATIONS: On or before November 30, 2006, you must be a qualified employee of the New York State Department of Transportation and have had permanent competitive service as follows:

For No. 06-711: In a position allocated to G-23 or higher
For No. 06-712: In a position allocated to G-23 or higher
For No. 06-713: In a position allocated to M-2/G-27 or higher
For No. 06-714: In a position allocated to M-2/G-27 or higher

QUALIFYING EXPERIENCE FOR APPOINTMENT FROM THE ELIGIBLE LIST: On or before the date of appointment, you must be a qualified employee of the New York State Department of Transportation and have had permanent competitive service as follows:

For No. 06-711: Two years in a position allocated to G-23 or higher*
For No. 06-712: One year in a position allocated to M-2/G-27 or two years in a position allocated to G-23 or higher*
For No. 06-713: One year in a position allocated to M-3/G-29 or two years in a position allocated to M­-2/G‑27*
For No. 06-714: One year in a position allocated to M-3/G-29 or higher or two years in a position allocated to M-2/G-27*
For No. 06-715: One year in a position allocated to M-4 or two years in a position allocated to M-3/G-29*
For No. 06-716: One year in a position allocated to M-4 or higher*

* In addition, you must possess a New York State Professional Engineering license with current registration for Engineering Management titles and Transportation Maintenance Engineer 1, 2, or 3, or a New York State Professional Landscape Architect license with current registration for Landscape Architecture positions. At the time of appointment to these positions, you will have to demonstrate to the Department of Transportation that you are currently registered as a Professional Engineer or Landscape Architect with New York State. If you are not registered at that time, your name will be inactivated and you will NOT be certified for appointment until you renew your registration and send a copy of it to the Department of Civil Service, Staffing Services Section 2.

  2. Taking any previously held Mid-Level Managers and Administrators Promotion Test Battery; and
  3. Completing a 2006 training and experience inventory (questionnaires will be sent to all approved applicants).

For Examination Nos. 06-714, 06-715, and 06-716:

  1. Meeting the minimum qualifications on or before November 30, 2006;
  2. Taking any previously held High-Level Managers and Administrators Promotion Test Battery; and
  3. Completing a 2006 training and experience inventory (questionnaires will be sent to all approved applicants).

NOTE: All candidates who meet the minimum qualifications and who participated in any previously held Mid-Level and High-Level Managers and Administrators Promotion Test Battery as of November 2006 are eligible regardless of their score on the Battery test.

For Examination Nos. 06-711, 06-712, 06-713, 06-714, and 06-715 (M-2 through M-6): Final scores will be computed by equally weighting your score of 70 or higher on the Evaluation of Training and Experience and your best score on any previously held Mid-Level Managers and Administrators (for 06-711, 06-712, and 06-713) or High-Level Managers and Administrators (for 06-714, and 06-715) Promotion Test Battery. If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any war-time veteran's credits to your final passing score.

For Examination No. 06-716 (M-7): Final scores will be computed by combining, as shown below, your score of 70 or higher on the Evaluation of Training and Experience and your best score on any previously held High-Level Managers and Administrators Promotion Test Battery.

NOTE: Best Battery scores received between 1996 and November 2006 will be used for these examinations. Battery scores received post 2006 will NOT be used for these examinations, Nos. 06-711 thru 06-716.

SCOPE OF POSITION-SPECIFIC EVALUATION OF TRAINING AND EXPERIENCE
Your training and experience will be evaluated in the following areas, as relevant to the particular position being filled:

If your application is approved, you will be sent a training and experience inventory questionnaire which you must complete and return to the Department of Civil Service.* When the Department of Transportation has a position to be filled, it will prepare a selection profile. That profile will identify the training and experience characteristics relevant to the vacancy. Civil Service will score and rank eligible candidates according to how closely their training and experience correspond to the selection profile. Note that your score and rank may vary considerably for each position to which you are certified. It will not be possible for the Department of Civil Service to determine a score or rank in the absence of any actual agency request to fill a position.

If as a result of this examination series you receive a permanent appointment to a position at one salary grade or M-grade level, your name will be removed from consideration for all other positions at or below that level. For example, if you receive a permanent appointment to Civil Engineer 5, M-4 your name will be removed from consideration for all other M-4 positions as well as for all M-3/G-29 and M-2/G-27 positions. If you are eligible for appointment to higher level you will retain your eligibility for consideration to those positions. If you decide to resign your position during the probationary period, you must ask to have your name restored to the list(s) if you want to be considered for future appointments.

ELIGIBILITY FOR EXAMINATION: To be eligible to compete in this examination, you must be employed in the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

ADMISSION TO EXAMINATION: Notice to appear for the test may be conditional as review of applications may not be made until after the test.
