Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before the date of filing your application, you must have:

For Number 20-145:

  1. a bachelor's or higher-level degree in engineering granted in an engineering curriculum which is accredited by the Accreditation Board for Engineering and Technology as a first or second professional degree in engineering or a degree registered by the NYS Education Department for professional licensing in engineering; AND
  2. a certificate resulting from successfully passing Part A of the professional engineer���s licensing examination; AND
  3. one year of full-time experience in professional environmental engineering.*

You must submit proof of passing the Fundamentals of Engineering (FE) exam with your exam application.

For Number 20-146:

  1. a New York State Professional Engineer's license and current registration OR a Professional Engineer's license and current registration from a State or Territory of the United States by means of a 16-hour written licensing examination which is the equivalent of that given in New York State. Candidates appointed under this option must secure a New York State Professional Engineer's license and registration prior to appointment; AND
  2. two years of full-time experience in professional environmental engineering.*

You must submit photocopies of your Professional Engineer���s license and current registration with your examination application.

* For the purpose of these examinations, professional environmental engineering is defined as the application of engineering principles in identifying and solving engineering problems related to protecting and remediating air, land, and water resources.

Substitutions:

  1. For No. 20-145 Environmental Engineer 1: possession of a Professional Engineer's license (as described for No. 20-146 Environmental Engineer 2, above), can be substituted for the requirements in "1 and 2" of the "Minimum Qualifications."
  2. For both examinations, a master's degree in environmental, public health, radiological pollution, air pollution control, solid waste, water resources, or another closely related engineering discipline can be substituted for one year of required experience. A doctoral degree in one of the above engineering disciplines can be substituted for two years of required experience. This substitution can be made ONLY when the higher-level degree is in addition to an acceptable first degree in engineering or engineering technology.

  1. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee.

  3. At the time of appointment you must possess a valid New York State Professional Engineer's license with current registration. If you have an out-of-state license, you must obtain a New York State Professional Engineer's license with current registration prior to appointment.
  4. Continued employment as an Environmental Engineer 2 is dependent upon continued possession of a New York State Professional Engineer���s license with current registration. Failure to maintain a New York State License and registration will result in removal from employment.
  5. Appointment to certain positions may require the use of personal protective equipment, including a respirator. The Department of Environmental Conservation (DEC) conducts a Medical Monitoring Program for employee safety purposes in which you may be required to participate. The Medical Monitoring Program is an OSHA requirement for employees who may be exposed to toxic or hazardous substances and it is a critical part of DEC's Employee Health and Safety Program. The Medical Monitoring Program includes a baseline physical examination with periodic follow-up physical examinations.
  6. These positions may require travel. At the time of appointment you must possess a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.
  7. A promotion examination is also being held for Environmental Engineer 2. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  8. Although a promotion examination is being held for Environmental Engineer 2, it is expected that appointments will be made as the result of this examination open to the public.
  9. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  10. New York State residence is not required.

The Positions

These positions exist primarily with the Department of Environmental Conservation at various locations throughout the state.

Duties

As an Environmental Engineer 1, under the direction of a licensed engineer, apply professional engineering knowledge in a major segment of the environmental quality program such as wastewater management, solid waste management, water pollution control, air pollution control, hazardous waste management and remediation, or petroleum spill prevention, response and remediation. Environmental Engineers 1 work with representatives of all levels of government, citizen groups, and other professionals and technical specialists.

Environmental Engineers 2 perform the full range of professional environmental engineering activities in a broad variety of Department of Environmental Conservation programs responsible for environmental monitoring, planning, protection, regulation and remediation activities. Incumbents will plan, design, evaluate and supervise the implementation of major program and enforcement initiatives, review and complete larger and more complex projects. Incumbents may train and supervise lower-level engineers, technicians and program specialists, consultants and support staff. Environmental Engineers 2 are distinguished from Environmental Engineers 1 by their performance of engineering assignments requiring a professional engineering license and review of the activities of lower-level engineering and technical staff.

Environmental Engineers 1 and 2 are assigned to either the central office or a regional office of the Department of Environmental Conservation.

Subject of Examination

There will be no written test. If you meet the Minimum Qualifications your education and experience will be evaluated against the general background/critical activities of the position. This evaluation will concentrate on the amount and breadth of relevant education and experience. It is essential that you describe your education and experience as completely as possible on the NYS-APP form. Ambiguity, vagueness or omissions will not be decided in your favor. Do NOT send resumes. If you need more space, attach additional 8��" x 11" sheets, following the same format used on the application form. Additional unsolicited information will not be accepted after the last day for filing.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans��� and Civil Service Law Section 85-a credits to your final passing score.

Continuous Recruitment/Eligible Lists

Candidates who meet the qualification and pass this examination will have their names placed on the eligible list in the order of final scores, regardless of the date on which they filed or took the test. Generally, the names of qualified candidates will remain on the eligible list for one year. Appeal of ratings will not be allowed as the opportunity for retest exists. The department of Civil Service reserves the right to terminate this special recruitment program.
