Minimum Qualifications
On or before the date of filing your application, you must have a current license and registration to practice pharmacy in New York State and two years of post licensure experience as a pharmacist. - The Omnibus Budget Reconciliation Act of 1987 mandates that surveyors of health facilities complete a training and testing program. The US Department of Health and Human Services has developed the Surveyor Minimum Qualifications Test (SMQT) in response to this mandate. Candidates must be aware that in addition to passing this examination for employment, they must also be certified through an appropriate SMQT process to retain certain positions.
The Positions
These positions exist in the New York State Department of Health and in the Office of the Medicaid Inspector General, and are located in Albany, Buffalo, Hauppauge, New Rochelle, New York City, and Troy.
The list established as the result of this examination will be used to fill positions which may be established at additional geographic locations in New York State during the life of the list.
Duties
As a Pharmacy Consultant, you may develop, implement, manage, and evaluate Medicaid pharmacy policies and programs; interpret and assist with the interpretation of Medicaid payment rules, regulations and policies; and correspond with interested parties on Medicaid pharmacy issues. You may assess and report on the utilization and appropriateness of Medicaid pharmacy services by Medicaid enrollees; dispensing patterns by pharmacy providers; the quality of pharmacy services provided; and the potential for fraud and abuse. You may assist in the systems management and maintenance of the Medicaid drug formulary files. You may analyze and report on clinical drug issues. Pharmacy Consultants participate in federal and state Medicaid drug rebate activities including dispute resolution.
Pharmacy Consultants participate in the health care surveillance process through on-site evaluations of hospitals, clinics, and nursing homes as a part of a survey team and may be responsible for the facilitation of team operations.
Pharmacy Consultants analyze prescription data to detect diversion of controlled substances; provide pharmacological research and consultation on special projects relating to drugs, pharmacy, and public health concerns; research and review new scheduling or rescheduling of drugs; and serve as liaison between appropriate state and federal agencies with regard to controlled substances scheduling.
Within the EPIC Program, Pharmacy Consultants assist in the development of clinical criteria for drug utilization review (DUR) programs; perform clinical reviews of medication histories for the retrospective therapeutic drug monitoring program; conduct routine and special reviews to identify aberrant utilization patterns or cases and intervene as warranted; provide clinical oversight to pharmacy audit and manufacturer rebate functions; and assist in the direction and monitoring of the contractor's pharmacy staff. Pharmacy Consultants interact with pharmacists, prescribers, patients, drug manufactures, and other government programs on medications, coverage issues, and policy matters; assist in analyzing state and federal proposals affecting prescription drugs; and assist with the development and implementation of program legislative and policy changes affecting EPIC prescription drug coverage.
Within the Office of the Medicaid Inspector General, Pharmacy Consultants may also participate as part of an audit or investigative team in the on-site evaluation of pharmacies, and perform investigations and/or audits of selected pharmacy Medicaid providers for potential overpayments, fraud, waste, or abuse.
Subject of Examination
There will be no written test. If you meet the Minimum Qualifications your education and experience will be evaluated against the general background/critical activities of the position. This evaluation will concentrate on the appropriateness and breadth of your relevant education and experience. It is essential that you describe your education and experience as completely as possible when you apply. Ambiguity, vagueness, or omissions will not be decided in your favor. Do NOT send resumes. Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

Continuous Recruitment/Eligible Lists
Candidates who meet the qualifications and pass this examination will have their names placed on the eligible list in the order of final scores, regardless of the date on which they filed or took the test. Generally, the names of qualified candidates will remain on the eligible list for two years. Appeal of ratings will not be allowed as the opportunity for retest exists. The Department of Civil Service reserves the right to terminate this special recruitment program.
