MINIMUM QUALIFICATIONS: On or before the date of the written test, you must have a bachelor's degree and seven years of administrative experience in a program designed to develop and issue mental health standards. This experience must have included drafting and analyzing State and federal agency laws, regulations, or standards.

You must clearly document on your OC-APP how you meet these qualifications.

NOTES:

  1. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree and/or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service. This list is also available here. You must pay the required evaluation fee.
  2. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  3. New York State residence is not required.

THE POSITION: This position exists in the New York State Office of Mental Health in Albany.

DUTIES: As the Mental Health Standards Development Specialist 4, you would develop, analyze and revise drafts of regulations, policies, procedures and standards. You would collaborate with the Director of the Bureau of Policy, Regulations and Legislation to set Bureau priorities, and act as the Assistant Bureau Director in supervising the Bureau's work activities. You would provide technical assistance on regulatory issues in the field of mental health and be responsible for the Office of Mental Health Policy and Procedures Manual.

SUBJECT OF EXAMINATION: There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills and/or abilities in such areas as:

NOTE TO STATE EMPLOYEES: You MUST take the written test even if you have participated in prior years' Promotion Test Batteries. Banked Promotion Test Battery scores cannot be used for this open-competitive examination. Likewise, your score on the written test will not be banked. If you qualify for the Mid-Level Managers and Administrators Promotion Test Battery you MUST file a separate application for the Mid-Level Managers and Administrators Promotion Test Battery if you want to bank the score from this test holding.

Approximately three days before the written test, you will receive a test admission notice of the time and place for you to take the written test on September 22, 2001.

Test Guide: There will be a Test Guide which will be available to all candidates prior to the written test. This publication will provide an overview of the test process as well as detailed information about written simulation tests. Candidates will not be permitted to bring the Guide with them into the written test.

MULTIPLE EXAMINATIONS SCHEDULED FOR THE SAME DAY: With the exception of written tests announced by New York City, if you have applied to take a written test announced by a local jurisdiction (county, town, city) scheduled to be held on the same test date as this written test, you must call (518) 457-7022 no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the State examination center.
