MINIMUM QUALIFICATIONS: On or before January 22, 2005, you must have an associate's degree or higher, including or supplemented by 12 semester credit hours in criminal justice, public justice, police science, or law enforcement.

NOTES:

  1. New York State residence is not required.
  2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree and/or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service.This information is also available here. You must pay the required evaluation fee.
  3. A transition examination is also being held for these positions.
  4. Although a transition examination is being held, it is expected that appointments will be made as the result of this examination open to the public.
  5. The Division of Criminal Justice Services has the option of making appointments from either the list resulting from this examination open to the public or the list resulting from the transition examination. If you meet the requirements for both examinations you may wish to file for both. The processing fee must be paid for this examination unless you are eligible for a fee waiver.
  6. If you expect to meet the education requirements by June 30, 2005, you can be admitted to the written test but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Division of Criminal Justice Services.

THE POSITIONS: These positions exist in the Division of Criminal Justice Services in Albany, New York.

DUTIES: As a Training Technician Trainee 1 (Police), you would receive on-the-job training under the supervision of higher level staff. During the two-year traineeship you would perform duties similar to those of a Senior Training Technician (Police). As a Senior Training Technician (Police), you would be responsible for the research and development of law enforcement training programs and their implementation. You would oversee the administration of training programs; conduct on-site inspections of approved training programs; evaluate certified instructors; assist in the research and development of grants; serve as an instructor in training programs; and review and evaluate complaints arising from training programs. Upon the request of police agencies, you may prepare and conduct consolidation and feasibility studies; and participate in public speaking engagements.

Important! Although these positions are based in Albany, travel will be required. Appointees must have a valid license to operate a motor vehicle in New York State at the time of appointment and continually thereafter or otherwise demonstrate the ability to meet the transportation needs of the job.

SUBJECT OF EXAMINATION: There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills and/or abilities in such areas as:

  1. Educating and interacting with the public – These questions test for a knowledge of techniques used to interact effectively with individual citizens and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service.
  2. Evaluating conclusions in light of known facts – These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.
  3. Office record keeping – These questions test your ability to perform common office record keeping tasks. The test consists of two or more "sets" of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of data from several sources; scheduling; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents.
  4. Preparing written material – These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  5. Understanding and interpreting written material – These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

ADMISSION TO EXAMINATION: Notice to appear for the test may be conditional as review of applications may not be made until after the test. MULTIPLE EXAMINATIONS SCHEDULED FOR THE SAME DAY: With the exception of written tests announced by New York City, if you have applied to take a written test announced by a local jurisdiction (county, town, city) scheduled to be held on the same test date as this written test, you must call (518) 457-7022 no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the State examination center.
