MINIMUM QUALIFICATIONS: On or before April 2, 2005, you must have either:

  1. a master’s degree in a health care field or public health administration AND three years of experience managing departments involving professional, medical or other direct patient care services OR
  2. a bachelor’s degree in a health care field or public health administration AND five years of experience managing departments involving professional, medical or other direct patient care services.

NOTES:

  1. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service.This information is also available here. You must pay the required evaluation fee.
  2. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  3. New York State residence is not required.

THE POSITIONS: This position exists at the Helen Hayes Hospital in West Haverstraw, NY, operated by the New York State Department of Health.

DUTIES: As the Director of Rehabilitation Hospital Clinical Services, you would direct and coordinate non-medical professional services such as dietary, speech therapy, physical therapy, case management, vocational rehabilitation, recreation therapy, occupational therapy, patient library, admissions and patient education. You would assist in the planning, development, review and evaluation of policies, procedures and protocols for the enhancement of patient care and treatment, and of clinical research. You would represent the hospital at meetings, conferences and symposia and would serve as a spokesperson for the non-medical treatment programs and protocols.

SUBJECT OF EXAMINATION: There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills and/or abilities in such areas as:

  • Management and Supervision: Assesses analyzing information for problem solution; communicating information within an organization and across organizations; interacting with others for the purposes of accomplishing work; monitoring quality, quantity and timeliness of work; designing and implementing action plans; assigning and scheduling work; and empowering others to act on their own initiative
  • Written Communication: Assesses developing written communications, reviewing written communications for mechanics, content and appropriateness; and managing written communication activities.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

NOTE TO STATE EMPLOYEES: You MUST take the written test even if you have participated in prior years' Promotion Test Batteries. Banked Promotion Test Battery scores cannot be used for this open-competitive examination. Likewise, your score on the written test will not be banked. If you qualify for the Mid-Level Managers and Administrators Promotion Test Battery you MUST file a separate application for the Mid-Level Managers and Administrators Promotion Test Battery if you want to bank the score from this test holding.

Approximately three days before the written test, you will receive a test admission notice of the time and place for you to take the written test on April 2, 2005.

Test Guide: There is a Test Guide which is available to all candidates. This Guide provides an overview of the test process as well as detailed information about written simulation tests. Candidates will not be permitted to bring the Guide with them into the written test. MULTIPLE EXAMINATIONS SCHEDULED FOR THE SAME DAY: With the exception of written tests announced by New York City, if you have applied to take a written test announced by a local jurisdiction (county, town, city) scheduled to be held on the same test date as this written test, you must call (518) 457-7022 no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the State examination center.
