Minimum Qualifications

On or before February 19, 2011, you must have journey-level experience painting high-level structural steel* which includes welding and bridge rigging; one year of which MUST have been on high-level bridges of at least 25 feet above deck/ground/water and work MUST have been done from suspended work platforms or scaffolds.

For Number 25-435: two years of journey-level experience.

For Number 25-436: three years of journey-level experience.

Important: You must include bridge height in feet on your application and equipment used to perform duties. If this information is not provided, you will be disqualified.

* Examples of structural steel include bridges, radio and water towers, and buildings.

Notes

  1. Due to the seasonal nature of this type of work, you MUST indicate exact dates of the start and completion of each employment period you describe on your application.
  2. Substance abuse testing: You will be required to participate in substance abuse testing. Evidence of substance abuse may lead to your disqualification from appointment or termination from permanent employment in the position. You will be advised of these requirements at the time of your employment interview.
  3. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  4. Although promotion examinations are being held, it is expected that appointments will be made as the result of these examinations open to the public.
  5. If you do not receive a confirmation number after submitting your online application, your application was NOT processed.
  6. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  7. New York State residence is not required.
  8. You must possess a valid license to operate a motor vehicle in New York State and a CDL-B at the time of appointment and continuously thereafter.

Duties

As a Supervising Bridge Painter 1, you would serve as a working supervisor who assists in supervising and directing a maintenance force of skilled, semi-skilled, and labor employees engaged in the cleaning and painting of high-level bridges, bridge operation and maintenance, bridge welding, bridge repair, and rigging of high-level bridges or other structures. In accomplishing this work, you would be required to work on high-level bridges and to use various computer systems in the scheduling, planning, and estimating of resources needed in connection with work projects.

As a Supervising Bridge Painter 2, you would supervise and direct a maintenance force carrying out cleaning and painting of high-level bridges, bridge operation and maintenance, bridge welding, bridge repair, and rigging of high level bridges or other structures. In accomplishing this work, you would be required to work on high level bridges and to use various computer systems in the scheduling, planning, and estimating of resources needed in connection with work projects.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as: For Examination Numbers

1. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 2. Methods, materials and equipment used in the cleaning and painting of structural steel, including safety practices and environmental protection - These questions test for knowledge of the proper procedures, materials, and equipment to use when cleaning and painting structural steel, including the appropriate safety and environmental precautions that should be taken. X X
3. Methods, materials and equipment used in steel repair and rigging, including safety practices - These questions test for knowledge of the methods, materials and equipment used when rigging scaffolding, when welding and for steel fabrication, bolting, drilling, and cutting steel members, including the proper safety procedures to follow. X X
4. Work planning and scheduling - These questions test for knowledge of the principles used in developing and implementing work plans and for the ability to arrange work assignments in a manner that will achieve work goals while staying within scheduling criteria. This may include setting up vacation or work schedules, taking into consideration such factors as seniority, work skills, duty hours, and shift coverage. X X
5. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.   X
6. Understanding and interpreting written material - These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.   X

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Multiple Examinations Scheduled for the Same Day

With the exception of written tests announced by New York City, if you have applied to take a written test announced by a local jurisdiction (county, town, city) scheduled to be held on the same test date as this written test, you must call 518-474-6470 in the Albany area or toll free at 1-877-697-5627 [press 2, then press 1], no later than two weeks before the test date, to make arrangements for taking all tests at one test site. All tests will be held at the state examination center.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
