Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before March 9, 2013, you must have five years of professional work experience in any one or more of the following areas: management or operations of rail, commuter rail, subway, or light rail systems; design or construction of rail, commuter rail, subway, or light rail capital projects; or analysis of rail, commuter rail, subway, or light rail system organization and operations improvements.

This experience must have included one year of supervisory experience responsible for system safety or for the safety of track and structures, motive power and equipment, signals and train controls, and/or operating practices. In addition, this experience must have included at least one year of rail, commuter rail, subway, or light rail systems accident investigation and analysis.

Substitution: College course work in a program leading to a degree in engineering, engineering technology, safety, or safety management may be substituted for up to three of the five years of the required experience (but not the one year of accident investigation and analysis or the one year of supervisory experience) at the rate of 30 semester credit equaling one year of the required experience.

Non-Qualifying Experience: The following are examples of types of experience that will not be considered qualifying for this examination: train engineering and conducting, related maintenance and mechanical work, dispatching, clerical and engineering technician level work.

Your degree or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee.   3. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  4. Physical/Medical Requirements: Your physical and medical condition will be evaluated to ensure that you are able to satisfactorily perform the duties of this position with or without reasonable accommodation. Duties

As an Intermodal Transportation Specialist 1 (Rail Safety), you would provide technical assistance to carriers in the development of safety and security plans and review completed plans to ensure compliance with Public Transportation Safety Board standards, regulations, and practices within the industry; evaluate plans to determine whether they can realistically achieve safety and security goals and recommend changes as necessary; monitor, by continuous review and inspection, carriers��� implementation of safety and security plans; supervise track and equipment inspectors in monitoring railroad compliance with applicable federal safety standards and coordinate with the Federal Railroad Administration on enforcement actions; investigate rail, commuter rail, subway, and light rail accidents; prepare accident investigation reports; and recommend mitigation measures to avoid future accidents. In addition, you would undertake special studies on critical safety issues; conduct formal audits of system safety programs; and develop findings and recommendations.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Evaluating conclusions in light of known facts - These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.
  2. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  3. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.
  4. Understanding and interpreting written material - These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.
  5. Railroad and rail transit accident investigation procedures, safety oversight, and related laws, rules, regulations and industry standards - These questions test for knowledge of the operation, characteristics, and safety issues for railway-related rolling stock, tracks, switches, warning systems, and signs on track crossings, overpasses, and other structures; proper accident investigative techniques and processes; and related federal and New York State laws and policies, including employee safety, compliance standards, the NYS Public Transportation Safety Board, and the NYS Railroad Law.
  6. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Multiple Examinations Scheduled for the Same Day

All tests will be held at the state examination center.
