Mineral Resources Technician Trainee

*Due to the size of the candidate population for this test date, you may be assigned to either Saturday, March 17, 2018, or Sunday, March 18, 2018, to take your test. Your admission notice will tell you where and when you are scheduled to appear. You cannot request a day in advance or change your scheduled day.

Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before March 17, 2018, you must have:

For No. 26-482:

Either 1. 60 semester credit hours, 35 of which must have been in the environmental/engineering sciences such as mathematics, physics, chemistry, geology, statics and dynamics, or strength of materials;**

Or 2. two years of engineering technician experience, one year of which must have been in drilling, development, or production for oil, gas, solution mining, or underground gas storage.

For No. 26-483:

Either 1. an associate?s or higher-level degree in petroleum technology or petroleum engineering technology AND two years of experience in drilling, development, or production for oil, gas, solution mining, or underground gas storage;

Or 2. 60 semester credit hours, 35 of which must have been in the environmental/engineering sciences such as mathematics, physics, chemistry, geology, statics and dynamics, or strength of materials** AND four years of experience in drilling, development, or production for oil, gas solution mining, or underground gas storage.

Experience in the drilling, development, and production of water wells is NOT QUALIFYING.

**You MUST submit a list of qualifying courses with your application. Include the name of the college, course title with the corresponding number of credit hours, and date (or expected date) of completion either by listing them in the ?coursework? section of the online application or in the remarks section of a paper application.

If you expect to meet the educational requirements by September 30, 2018, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by September 30, 2018 may result in your removal from the eligible list.

1. If you pass the written test for Mineral Resources Technician Trainee and have either an associate?s degree in petroleum technology or petroleum engineering technology OR one additional year of experience in oil and gas development, production, or drilling, you will be qualified for appointment as a Mineral Resources Technician 1, current salary $44,564.
2. Your degree or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the New York State Department of Civil Service, Albany, New York 12239. Attention: S2KXM.
3. These positions require travel. At the time of appointment you will be required to possess a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.
4. The eligible list resulting from the Mineral Resources Technician Trainee examination will be used to fill one-year traineeships leading to Mineral Resources Technician 1 G-14. An appointee?s performance in the trainee position and in prescribed training and development programs will be observed and evaluated. The prescribed training and development program will include extensive on-the-job training and carefully designed and monitored work experience. An appointee not meeting required standards can be terminated at any time after the initial eight weeks and before completion of the traineeship.
5. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
6. Although promotion examinations are being held, it is expected that appointments will be made as the result of these examinations open to the public.
7. You may file for these examinations by completing one NYS-APP application form or applying on the Internet. Unless you are eligible for a fee waiver, the indicated processing fee must be submitted for each examination listed on your application.
8. Qualifying part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
9. New York State residence is not required.

Duties

Mineral Resources Technician Trainee, under the direct supervision of a higher level professional technician or the supervision of a Mineral Resources Specialist, performs pre drilling and post-drilling environmentally oriented inspections of drilling sites; completes safety inspections of equipment at the well site; monitors all phases of drilling, production, and plugging operations, including casing, cementing, and stimulation to ensure adherence to rules, regulations, and special permit conditions; assists in responding to and investigating complaints; assists in compiling maps, records, reports, and related information; assists in the administration of leases for oil and gas production on state lands and audits the records of producers to ensure correctness of payments; assists in input and analysis of computer data; and assists with the processing of electronic permit application submissions for well drilling and plugging. After satisfactorily completing the one-year traineeship, you would be advanced, without further examination, to the position of Mineral Resources Technician 1, G-14, current salary $44,564. At the Mineral Resources Technician 1 level, positions may assist in the professional development of trainees.

Mineral Resources Technician 2: reviews well drilling and plugging permit applications, including electronic submissions and environmental assessment forms, and determines the need to coordinate drilling activities with other local, state, or federal agencies; performs field investigations and inspections on technically critical wells in environmentally sensitive areas, including wells over 6,000 feet deep, high pressure wells; performs basic mineral resource analyses and studies; assists in complex analyses and studies; investigates pollution incidents and prepares reports and recommendations; and assists in input and analysis of computer data. Positions at this level typically supervise lower level technicians, and participate in the training and development of lower-level staff, and in the performance of their assigned duties.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:	For Examination Numbers

Understanding and interpreting topographic maps, dimensional drawings and technical information - These questions test for the ability to read and analyze topographic maps, written technical material, and various types of technical drawings, and to perform related simple computations. All the information needed to answer the questions will be provided in the topographic maps, drawings, and written material.	X

Collection, analysis and presentation of data, including basic statistics - These questions test for knowledge of the proper procedures and methods used to gather, evaluate, organize and utilize various types of technical data and information, and the fundamental concepts, terminology and computations involved in statistical analysis for mineral resources and other environmental studies. 3. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.	X	X

Terminology, equipment and practices related to oil, gas, solution mining, and underground gas storage wells - These questions test for knowledge of the practices, equipment, and terminology involved in the fields of oil, gas, and solution salt mining; and may include such areas as proper leasing and drilling procedures; production methods used; logging, perforating, hydrofracture, and injection mining practices; proper methods of well completion and plugging; and underground gas storage procedures. 5. Environmental and safety considerations related to oil and gas drilling, production and underground gas storage, including siting and reclamation - These questions test for knowledge of the principles and practices involved in assessing the potential environmental impacts of oil and gas drilling, production, and underground storage procedures; proper environmental oversight of these procedures; and effective regulation of siting, production, reclamation, and safe operating procedures. 6. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.		X
7. Interpretation of charts, graphs and tables - These questions test for the ability to read and analyze visual and numerical information presented in various types of graphic and tabular presentations, and perform related simple computations. All the information needed to answer the questions will be provided in the graphs, charts, tables, or related written material.	X
8. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 9. Mathematics, including algebra and geometry - These questions test for the ability to read, analyze, and solve basic written problems involving addition, subtraction, multiplication, division, algebraic equations, and geometric concepts and figures.	X

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.
