Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before November 3, 2018, you must meet one of the requirements listed below:

For No. 26-558

Either 1. three years of experience in the management or supervision of fleet operations or daily dispatching of motor vehicles from a pool of at least 30 vehicles;

Or 2. six years of experience overseeing the maintenance of motor vehicles and keeping records and reports of that maintenance from a pool of at least 30 vehicles.

For No. 26-602:

Either 1. four years of experience in the management or supervision of fleet operations or daily dispatching of motor vehicles from a pool of at least 30 vehicles;

Or 2. seven years of experience overseeing the maintenance of motor vehicles and keeping records and reports of that maintenance from a pool of at least 30 vehicles.

Substitution: For either examination, you may substitute a high school diploma or a high school equivalency diploma issued by an appropriate educational authority for two years of the experience described in #1, or four years of the experience described in #2.

Notes

  1. Your high school diploma or equivalency diploma must have been awarded by a high school or educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your high school diploma was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the New York State Department of Civil Service, Albany, New York 12239. Attention: S1BLM.
  2. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  3. Although promotion examinations are being held, it is expected that appointments will be made as the result of these examinations open to the public.
  4. Background Investigation/Justice Center Review: In some agencies, the names of all prospective employees will be:
    • Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
    • Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;

    and may be:

    • Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment.

    You will be responsible for payment of all required fees.

  5. Medicaid and Medicare: In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally-assisted program), you may be terminated from your employment.
  6. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  7. New York State residence is not required.

The Positions

These positions exist in the New York State Office for People With Developmental Disabilities, Office of Mental Health, Office of Alcoholism and Substance Abuse Services, Office of General Services, and the State University of New York at Albany, Brooklyn, Cortland, and Stony Brook.

Duties

As a Transportation Supervisor 1, you would plan and schedule the daily assignment of vehicles for use by facility staff, and for the transportation of individuals and delivery of supplies; prepare and maintain records of vehicle utilization, gas and oil consumption, mileage reports, work orders, motor vehicle parts inventory receipts and disbursements, insurance coverage forms, and Uniform Reporting Code reports; review drivers��������� reports of vehicle malfunctions, assign minor repairs and servicing to facility mechanics, and schedule major repairs and inspections; and supervise various transportation unit staff, schedule regular and overtime work assignments, monitor time and attendance, and prepare performance evaluations.

As a Transportation Supervisor 2, you would be responsible for the supervision and management of all activities of a large motor pool of a State agency or facility. In addition to those described for Transportation Supervisor 1, your activities may also include: scheduling and revising bus runs; contracting for outside bus services; selecting, assigning, and supervising drivers; receiving, answering, and acting on complaints and injury reports; ensuring that safety regulations are met; and maintaining records of transportation operations following agency and Department of Motor Vehicles regulations.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Fleet Management - These questions test for knowledge of the principles and practices involved in managing a fleet of motor vehicles, including such areas as proper preventive maintenance techniques; accident prevention and safety; economics of vehicle operation, repair and replacement; and setting appropriate staffing levels in a fleet management facility.
  2. Scheduling work and equipment - These questions test for knowledge of work scheduling principles and for the ability to arrange work and equipment assignments in a manner that will achieve work goals while staying within scheduling criteria. This may include such areas as setting up vacation or work schedules, taking into consideration such factors as seniority, work skills, duty hours, and shift coverage.
  3. Automotive parts and equipment - These questions test for knowledge of the characteristics and functions of various automotive parts and types of automotive equipment; and for the ability to properly identify diagrams of various automotive parts.
  4. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
  5. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test.
