Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before July 20, 2019, you must have:

For No. 26-585:

Either 1. seven years of project management experience which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and closing. This experience must include the development of significant project management deliverables such as scope statements, schedules, budgets, quality plans, risks plans, and communications plans;

Or 2. an associate's degree and five years of the required experience as described in option 1 for No. 26-585;

Or 3. a bachelor's degree and three years of the required experience described in option 1 for No. 26-585;

Or 4. a master's degree and two years of the required experience as described in option 1 for No. 26-585;

Or 5. current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM) and five years of the required experience as described in option 1 for exam No. 26-585;

Or 6. current certification from the Project Management Institute as a Project Management Professional (PMP); or Program Management Professional (PgMP); or Portfolio Management Professional (PfMP).

For No. 26-586: current certification from the Project Management Institute as a Project Management Professional (PMP); Program Management Professional (PgMP); or Portfolio Management Professional (PfMP).

If you expect to meet the educational requirements by January 31, 2020, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by January 31, 2020 may result in your removal from the eligible list.

Notes

  1. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the New York State Department of Civil Service, Albany, New York 12239. Attention: S1VXR.
  2. The Project Management questions for this written test are consistent with the New York State Project Management Guidebook, published by the New York State Office of Information Technology Services (ITS). This guidebook is available on the ITS website at http://www.its.ny.gov/nys-project-management-guidebook-release-2(External Link) under Project Management. The questions are also consistent with the PMI Project Management Body of Knowledge found at the Project Management Institute website at http://www.pmi.org(External Link)
  3. The Project Manager 2 examination is being held on a promotion and open-competitive basis. If you are admitted to the promotion examination under anticipated eligibility (i.e., you do not have the required year(s) of Qualifying Experience For Appointment From The Eligible List) and if you meet the open-competitive minimum qualifications, you may also be admitted to the open-competitive examination. To be admitted, you must apply for the open-competitive examination according to the instructions given on the open-competitive announcement. Once you meet the required year(s) of qualifying service for appointment from the promotion list, you will not be eligible for appointment from the open competitive eligible list.
  4. Appointments to certain positions may require additional travel.
  5. Background Investigation: Because of the nature of the position there is an investigative screening that may include a thorough character investigation. All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case is determined on its own merits, consistent with the applicable provisions of state and federal laws.
  6. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  7. New York State residence is not required.

Duties

Project Managers apply a wide range of specialized knowledge, skills, tools, and techniques to direct and coordinate human and material resources at all phases of a project-origination, initiation, planning, execution and control, and closeout. A project is a temporary effort with defined objectives and results undertaken to develop, modify, or enhance a product, service or system; it has a specific beginning and end date.Project Managers balance competing demands and mitigate risks to ensure the delivery of an acceptable product to stakeholders and the project sponsor that is within budget, scope, time and quality standards.

Project Managers may be assigned to a Project Management Office or to a program area that has a continuing need for project management skills. In either assignment, the depth and breadth of skills and knowledge, and the duties performed, are comparable. Project Managers perform tasks across all nine project management knowledge areas-project integration, scope, time, cost, quality, human resources, communications, procurement and risk. Each knowledge area includes a grouping of skills and abilities, all of which are necessary to successfully guide various activities of a project. A Program Manager must understand, identify and apply project management tools and techniques appropriate to each project phase and across the nine knowledge areas.

Project Managers 1 and Project Managers 2, are distinguished by the depth and breadth of the knowledge areas that they must apply to successfully manage a project or portfolio of projects. The complexity of a project is determined by project scope, risk exposure, span of control, diversity of skills-sets and capabilities, and other factors such as the size of the project's budget, number of team members and their skill level.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Project Management - These questions test for the primary project management knowledge areas across all phases of the project management life cycle. The major project management knowledge areas are: Integration Management, Scope Management, Time Management, Cost Management, Quality Management, Human Resources Management, Communications Management, Risk Management, and Procurement Management. The phases of the project management life cycle are: Origination, Initiation, Planning, Execution and Control, and Closeout. These questions may also include activity definition and sequencing, cost estimating and tracking, schedule tracking, change control, stakeholder identification and management, quality planning, communications planning, risk identification, and risk monitoring.
  2. Facilitating communications - These questions test for the principles and practices employed by a facilitator to obtain information, to gain consensus, and/or to promote dialogue between or among individuals or groups to successfully complete a project.
  3. Interviewing - These questions test for knowledge of the principles and practices employed in obtaining information from individuals through structured conversations. These questions require you to apply the principles, practices, and techniques of effective interviewing to hypothetical interviewing situations. Included are questions that present a problem arising from an interviewing situation, and you must choose the most appropriate course of action to take.
  4. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  5. Effectively interacting with agency staff and members of the public - These questions will test candidates' knowledge of techniques used to interact effectively with a variety of individuals and groups, to provide information about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Admission to Examination

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Taking State and Local Examinations Scheduled for the Same Day

If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
