Minimum QualificationsOn or before March 2, 2019, you must have:
Either 1. six years of field experience testing, calibrating, repairing and modifying combustion control and instrumentation systems in a physical plant environment utilizing either steam boilers operating at one hundred pounds per square gauge (psig) or higher, or hot water boilers operating at 400 degrees Fahrenheit or higher; (You must indicate pounds per square gauge or degrees Fahrenheit)
Or 2. an associate's degree in engineering technology, mechanical technology, mechanical engineering, or mechanical engineering technology AND four years of field experience testing, calibrating, repairing and modifying combustion control and instrumentation systems in a physical plant environment utilizing either steam boilers operating at one hundred pounds per square gauge (psig) or higher, or hot water boilers operating at 400 degrees Fahrenheit or higher; (You must indicate pounds per square gauge or degrees Fahrenheit)
Or 3. a bachelor's or higher degree in engineering technology, mechanical engineering, mechanical technology, or mechanical engineering technology AND two years of field experience testing, calibrating, repairing and modifying combustion control and instrumentation systems in a physical plant environment utilizing either steam boilers operating at one hundred pounds per square gauge (psig) or higher, or hot water boilers operating at 400 degrees Fahrenheit or higher; (You must indicate pounds per square gauge or degrees Fahrenheit).
If you expect to meet the educational requirements by September 30, 2019, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by September 30, 2019 may result in your removal from the eligible list.
- Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. - Travel Requirements: Appointment to certain positions requires extensive travel within a designated area of assignment. Appointees to these positions may be required to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job. If the position requires that you operate a motor vehicle, you must possess a driver's license valid in New York State at the time of appointment and continuously thereafter. Field work and travel expenses are reimbursed on a fixed schedule.
- Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.

The PositionsThese positions exist in the Office of General Services in Albany, New York.
As a Heating Plant Equipment Specialist 1, you would test, calibrate, repair and modify physical plant equipment at facilities located throughout New York State and give recommendations and training in the operation and maintenance of those plants. This includes combustion controls, instrumentation, boilers, burners, potential integration of all types of computer driven enterprise consoles, electrical systems with multiple voltage including high voltage electrical equipment, steam and high temperature hot water generating and distribution systems, prime movers and auxiliary equipment. You would either assist a Heating Plant Equipment Specialist 2 at large centralized heating plants or function independently at facilities other than large centralized heating plants.
Subject of Examination
There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:
- Reading and interpreting plans and specifications - These questions test for the ability to read and understand technical written specifications, and plans and diagrams of building mechanical systems. All the information needed to answer the questions will be in the written material and/or diagrams provided.
- Energy management, conservation and environmental and safety concerns - These questions test for knowledge of the principles and practices involved in conducting building and facility energy management programs, including the application of appropriate energy efficiency and conservation methods, environmental controls, and safe operating practices.
- Heating, ventilating, air conditioning, refrigeration, plumbing, water supply and sanitary systems - These questions test for knowledge of the operating principles and practices involved in various types of heating, ventilating, air conditioning, refrigeration, plumbing, water supply, and sanitary systems, including related electrical, electronic, and mechanical trades and machine shop practices.
- Operation, maintenance and repair of steam and high temperature hot water generating and distribution systems - These questions test for knowledge of the principles and practices involved in the operation, maintenance, and repair of steam and high temperature hot water generating and distribution systems, prime movers, and high voltage electrical equipment, including related mechanical and electrical power plant equipment.
- Construction, inspection and operation of boilers and related equipment - These questions test for knowledge of the principles and practices involved in the construction, inspection, and operation of boilers and auxiliary equipment; and may include such areas as identifying different types of boilers, operation of boilers and auxiliary equipment, troubleshooting problems, and safety concerns when operating boilers and related equipment.
Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test.
