Appointees in the New York City area (Bronx, Kings, Nassau, New York, Queens, Richmond [Staten Island], Rockland, Suffolk and Westchester Counties) will receive an additional $1,200 annual location pay differential.

MINIMUM QUALIFICATIONS: On or before December 31, 2002, you must have:

For Number 27-942010: Six years of professional full time financial analysis work experience with an accredited financial institution engaged in commercial lending; this experience must have included the gathering of financial information and related business/industry trend data, assessment of the primary risk and proposed mitigants, pro-forma modeling to assess future performance and utilization of financial application software to prepare spreadsheets and presentations. Experience related to credit analysis in the financial services industry, with a primary focus on determining the ability to pay, is an example of qualifying experience.

For Number 27-943010: Seven years of professional full time financial analysis work experience, one year must have been in a supervisory capacity, with an accredited financial institution engaged in commercial lending; this experience must have included the gathering of financial information and related business/industry trend data, assessment of the primary risk and proposed mitigants, pro-forma modeling to assess future performance and utilization of financial application software to prepare spreadsheets and presentations. Experience related to credit analysis in the financial services industry, with a primary focus on determining the ability to pay, is an example of qualifying experience.

Education Substitution for Examination Numbers 27-942010 and 27-943010:

  1. bachelor's or advanced degree in any area may be substituted for up to two years of non-supervisory experience;
    OR
  2. A bachelor's degree or advanced degree in economics, finance, accounting or business administration may be substituted for up to four years of the above required, non-supervisory experience.

NOTES:

  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. New York State residence is not required.
  3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree and/or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service. This information is also available here. You must pay the required evaluation fee.

THE POSITIONS: These positions exist in the Department of Taxation and Finance; currently nine positions exist. Eight positions are in the Albany area and one (Financial Analyst 1) is in Kew Gardens.

SUBJECT OF EXAMINATION: There will be no written test. The test will consist of an evaluation of your education and experience. Furnish complete information on your application form (OC-APP) to show that you meet the minimum qualifications. Do NOT send resumes. If you need more space, attach additional 8½ x 11" sheets, following the same format used on the application form. Additional unsolicited information will not be accepted after the last date for filing.
