MINIMUM QUALIFICATIONS: On or before December 31, 2003, you must have

  1. A Bachelor's degree and five years of writing experience, three years of which must have been as a managing editor of a publication primarily concerned with conservation or related natural resources; OR
  2. A Bachelor's degree including or supplemented by 12 semester credit hours in natural, physical, applied or environmental science or engineering and five years of writing experience, three years of which must have been in a managing editorial capacity.

NOTES:

  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. New York State residence is not required.
  3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree and/or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service. THE POSITION: This position exists in the Department of Environmental Conservation and is located in Albany. It is currently vacant.

DUTIES: The Managing Editor, New York State Conservationist, under general direction from the Director Communications and Education, is responsible for the planning, preparation, publication and business management of the "Conservationist" magazine. As Managing Editor, you would supervise magazine staff, assign editorial and artwork to other staff members; obtain the services of outside writers for special articles; organize and lead magazine editorial board meetings; direct creation of contracts and oversee contractual work for printing and fulfillment; plan editorial content and maintain editorial policy and style, including the physical layout of the magazine; develop working contacts with editors of other conservation publications to secure photographs, materials, and advisory assistance or cooperation; review and edit all magazine content; set up publication schedules and deadlines and assign workloads accordingly; consult with the Director Communications and Education or the Commissioner of Environmental Conservation on matters of policy and general content of the magazine; and devise various circulation promotion projects for the magazine.

SUBJECT OF EXAMINATION: There will be no written test. The test will consist of an evaluation of your education and experience. Furnish complete information on your application form (OC-APP) to show that you meet the minimum qualifications. Do NOT send resumes. If you need more space, attach additional 8½ x 11” sheets, following the same format used on the application form.

If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will be used to evaluate the level, length and relevance of your education and experience against the general background and critical activities of the position. This questionnaire will be the only basis for rating your education and experience.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans or Civil Service Law Section 85-a credits to your final passing score.
