Geographic area pay differential, pursuant to Section 130.7, has been authorized as follows: Veterans Home at New York City - $14,586; Veterans Home at Montrose - $7,614.

Appointees in the New York City area (Bronx, Kings, Nassau, New York, Queens, Richmond [Staten Island], Rockland, Suffolk and Westchester Counties) will receive an additional $1,200 annual downstate adjustment.

MINIMUM QUALIFICATIONS: On or before July 31, 2004, you must have:

  1. A bachelor's degree in accounting or business administration (including or supplemented by 24 credit hours in accounting); AND
  2. Four years of professional auditing or accounting experience in the field of health care, three years of which must have been at the level of controller or assistant controller in a hospital or nursing home.

Substitution: a master's degree in accounting or business administration or CPA may be substituted for the one year of general experience.

NOTES:

  1. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree and/or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service. This information is also available here. You must pay the required evaluation fee.
  2. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  3. New York State residence is not required.

THE POSITIONS: These positions exist in the Veterans Homes operated by the New York State Department of Health at Batavia, Montrose, Oxford, and St. Albans (Queens). At present, there are three (3) vacant positions; two at St. Albans and one at Montrose.

DUTIES: As Supervisor of Veterans Homes Fiscal Administration, you would be the business and fiscal officer in the institution with responsibility for overseeing fiscal planning services; preparing Medicaid, Medicare, and Veterans' Administration cost reports; preparing various facility operating budgets; directing business office activities; and maintaining a working knowledge of reimbursement principles for all third-party payors, including changes in their policies and procedures on required reporting formats. You may also be responsible for establishing any new systems for identifying the facility's position relative to the authorized appropriation level for each fiscal year.

SUBJECT OF EXAMINATION: There will be no written test. If you meet the Minimum Qualifications, your education and experience will be evaluated against the general background/critical activities of the position. On the OC-APP Open Competitive Examination Application form, indicate whether you have a master's degree in accounting or business administration and/or are a Certified Public Accountant, and provide the requested information.

In addition, you must describe all your work experience in the following areas:

  • third-party reporting;
  • billing or supervision of billing third-party claims;
  • evaluating third-party rates and contracts (including managed care); and
  • staff supervision.

Be sure you enter all requested information for each employment.
