Appointees in the New York City area (Bronx, Kings, Nassau, New York, Queens, Richmond [Staten Island], Rockland, Suffolk and Westchester Counties) will receive an additional $1200 annual downstate adjustment.

MINIMUM QUALIFICATIONS: On or before July 31, 2004, you must have: a bachelor’s of science or higher degree in nursing; AND a current New York State license and registration as a professional registered nurse; AND six years of post-licensure nursing experience including at least two years of experience in a public health program* designing or overseeing the implementation of a public health outreach and health promotion program or conducting disease surveillance and/or control programs.

Substitution: A master of science in nursing may be substituted for one year of the general experience if not used to meet the educational minimum qualifications.

*For the purpose of this examination, a public health program is a program that focuses primarily on the prevention of disease through outreach and public health education or health promotion, including population-based plans of care, not just plans of care for individual patients, or the study of the prevalence or causes of disease through population-based studies.

Examples of non-qualifying experience for the two years of specialized experience include, but are not limited to experience providing clinical care in therapeutic institutions, private physician’s offices, supervised community-based settings or home care settings; discharge planning or utilization review; developing nursing or treatment care plans for patients in community or group home settings; oversight in a health regulatory organization to determine compliance with laws, rules or regulations; and reviewing appropriateness of services for third-party payors such as insurance companies, Medicare, Medicaid or government agencies.

IMPORTANT: These positions require extensive field work. At the time of appointment and continuously thereafter, you will be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.

NOTES:

  1. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service. This information is also available here.You must pay the required evaluation fee.
  2. Continued employment as a Public Health Program Nurse is dependent upon current license and registration as a registered professional nurse in New York State. Loss of certification will result in removal from employment.
  3. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  4. New York State residence is not required.

THE POSITIONS: These positions exist in the New York State Department of Health in Albany, Buffalo, Rochester, New York City, Syracuse, Troy and New Rochelle. At present there are five vacancies in Albany and two in Troy. The list established as a result of this examination will be used to fill positions which may be established at additional geographic locations in New York State during the life of this list.

DUTIES: As a Public Health Program Nurse, you would be actively involved in the planning, development and evaluation of public health programs. You would work to improve the health of communities, through health education and promotion and by providing oversight and evaluation of existing public health and preventive health programs. You would also integrate the nursing process with the principles of epidemiology and community health assessment; and provide technical assistance to community, local, regional, statewide or national programs, develop partnerships, and coordinate activities with other public health agencies and organizations.

SUBJECT OF EXAMINATION: There will be no written test. The test will consist of an evaluation of your education and experience.

If you meet the Minimum Qualifications you will be asked to complete a supplemental questionnaire. The questionnaire will be used to evaluate your education and experience against the general background/critical activities of the position. This questionnaire will be the only basis for rating your education and experience.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans and Civil Service Law Section 85-a credits to your final passing score.
