Examinations Open to All Qualified Individuals

MINIMUM QUALIFICATIONS: On or before January 7, 2006, you must have:

For 28-038: a master's degree in freshwater biology, limnology, hydrology, aquatic ecology or water resources management; and three years of experience in inventorying, evaluating, and planning the use of water resources or in environmental impact analysis of projects on water resources; with at least one year of experience in the review of proposed land and water use or regulatory changes that includes environmental considerations.

For 28-057: a master's degree in ecology, or environmental or terrestrial biology; and three years of experience in inventorying, evaluating, and planning the use of environmental resources in a non-urban environment or in environmental impact analysis of projects on those resources; with at least one year of experience in the review of proposed land use or regulatory changes for a non-urban region that includes environmental considerations.

NOTES:

1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
2. New York State residence is not required.
3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree and/or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service. This information is also available here. You must pay the required evaluation fee.

THE POSITIONS: These positions exist in the Adirondack Park Agency and are located in Raybrook.

DUTIES: As an Associate Adirondack Park Analyst (Freshwater), you would evaluate the value of wetlands, rivers and streams as they relate to water quality and biology, and the impact of development on water quality and aquatic organisms; define information needs for project applicants; develop inventory standards for water bodies, for inventorying and mapping water body sensitivity, and for determining methods of data collection; assess long-term trophic status of water bodies; evaluate and explain effects of pollution; develop standards for protection of water bodies; and serve as agency expert and spokesperson on water quality and acid rain.

As an Associate Adirondack Park Analyst (Terrestrial Biology), you would review regional project applications and community plans, including developing and interpreting natural resource inventories; advise consultants, planning boards and others; review consultant work; supervise grant projects; serve as the agency's expert in terrestrial biology; give scientific testimony at public hearings; monitor and review studies, reports and contracts dealing with wetlands mapping inventory and evaluation, review map amendments for natural resource factors; assist in public education, design and implement special projects to analyze specific biological resource factors, such as timber harvesting, acid precipitation, and fish and wildlife guidelines; and perform technical reviews of proposed regulations from other government entities.

SUBJECT OF EXAMINATIONS: There will be no written tests. The tests will consist of an evaluation of your education and experience. Furnish complete information on your application form (OC-APP) to show that you meet the minimum qualifications. Do NOT send resumes. If you need more space, attach additional 8½ x 11” sheets, following the same format used on the application form. Additional unsolicited information will not be accepted after the last date for filing.

If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will be used to evaluate the level, length, and relevance of your education and experience against the general background/critical activities of the position. This questionnaire will be the only basis for rating your education and experience.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.
