NEW ON-LINE APPLICATION PROCESS: The New York State Department of Civil Service now offers the opportunity to apply for this open-competitive examination via the internet

Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or WestchesterCounties will receive an additional $1,302 annual downstate adjustment. Appointees who work in Dutchess, Orange, or PutnamCounties will receive an additional $651 annual Mid-Hudson adjustment.

MINIMUM QUALIFICATIONS: On or before June 30, 2006, you must have a master's degree in library science.

NOTES:

  1. A master of science in information science, with a concentration in archives administration or library services, is qualifying; but a master's degree in computer science is not qualifying.
  2. If you expect to receive a master's degree in library science between March 13, 2006, and June 30, 2006, you may apply for and take this examination. You will be required to verify graduation by July 30, 2006, to the Department of Civil Service.
  3. New York State residence is not required.
  4. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYSEducation Department as following acceptable educational practices. If your degree and/or college credit was awarded by an educational institution outside the UnitedStates and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of CivilService for a list of acceptable companies who provide this service.This information is also available here.You must pay the required evaluation fee.
  5. Appointment to any title will remove your name from consideration for appointment to any other title at the same or lower salary grade. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis toward meeting the minimum qualifications for direct appointment to Librarian 2, Senior Librarian, and Senior Librarian (various parenthetics).

THE POSITIONS: These positions exist in several New York State departments and agencies located throughout the state.

DUTIES: As a Librarian 1 or Librarian 2, you would be trained to perform a full range of professional librarian activities including selecting, acquiring, classifying, cataloging, and indexing library materials. You would also provide bibliographic reader assistance and research services to library clients. You might also be responsible for the administration of small libraries and be assigned some supervisory duties.

As a Senior Librarian, you would plan, develop, implement, and manage library services in either a general library serving an agency's clients or facility residents or a reference library supporting technical and professional agency programs. You might supervise professional and clerical assistants.

As a Senior Librarian (Automation), you would assist with the New York State Library computer operations including, but not limited to, assisting computer programmers, programming computers, computer network management, troubleshooting, systems analysis, Internet access, staff training and liaison work with vendors.

As a Senior Librarian (Law), you would plan, coordinate, and implement legal reference services, book selection, interlibrary loan and collection maintenance in a legal reference library. You would review the collection and recommend purchases. You would supervise professional and/or clerical staff.

As a Senior Librarian (Medicine), you would plan and coordinate reference services, book selection, reader services and maintain the collection in a medical reference library or for the medical reference section of a major research library. You would review the present collection and recommend purchases, and supervise professional and/or clerical staff.

As a Senior Librarian (Reference), you would provide reference services to library users and select library materials. You might also supervise professional staff, plan library services, and conduct specialized library instruction for patrons.

As a Senior Librarian (Technical Processes), you would be responsible for specialized cataloging or computer application work in the State Library. You might be assigned to special sections such as the order section, gifts and exchange, or catalog section.

THE PROGRAM: This program is designed to select candidates with a background in library science for entry-level professional positions in various New York State agencies throughout the State. Appointments will be offered as Librarian 1 with a minimum beginning salary of $37,478.

Upon satisfactory completion of twenty-six complete payroll periods (52 weeks) as a Librarian 1, you will be advanced to Librarian 2 (salary $41,893). After you complete twenty-six payroll periods of satisfactory service as a Librarian 2, you will be advanced to Senior Librarian or Senior Librarian (various parenthetics) with a minimum salary of $46,756.

The eligible list resulting from this examination may also be used to make direct appointments to the following titles: Librarian 2, Senior Librarian, Senior Librarian (Law), Senior Librarian (Reference), Senior Librarian (Technical Processes), Senior Librarian (Automation), and Senior Librarian (Medicine). To be considered for appointment to Librarian 2 and any Senior Librarian title, you must meet additional education and/or experience requirements as specified in the questionnaire (see "Subject of Examination").

SUBJECT OF EXAMINATION: There will be no written test. The test will consist of an evaluation of your education and experience. When you apply, you must provide complete information to show that you meet the minimum qualifications. Do NOT send resumes. Additional unsolicited information will not be accepted after the last date for filing.

If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will ask you to provide information such as: your experience supervising library staff, any post master's degree course work you have completed in Library Science, and your participation in professional librarian associations. The questionnaire will also include minimum qualifications for direct appointment to Librarian 2, Senior Librarian, and Senior Librarian (various parenthetics). This questionnaire will be the only basis for rating your education and experience.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section85-a credits to your final passing score.
