MINIMUM QUALIFICATIONS: On or before July 3, 2006, you must have a bachelor's degree in business administration, marketing, mathematics, or statistics; AND four years of experience in marketing research in the area of state-operated lotteries.

Non-Qualifying Experience: Experience limited to the sale and promotion of lottery tickets and products to vendors and/or the public.

  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. New York State residence is not required.
  3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYSEducation Department as following acceptable educational practices. If your degree and/or college credit was awarded by an educational institution outside the UnitedStates and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of CivilService for a list of acceptable companies who provide this service.This information is also available here. You must pay the required evaluation fee.

  4. Background Investigation: Because of the nature of the position there is an investigative screening that may include a thorough character investigation. All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case is determined on its own merits and consistent with the applicable provisions of State and federal laws.
  5. Fingerprints and Fees: Fingerprinting is required at the time of appointment. You will be required to pay the processing fee.

THE POSITION: This position exists in the New York State Division of the Lottery.

DUTIES: The Lottery Supervising Research Specialist conducts comprehensive statistical analysis of sales information related to video lottery terminals (VLTs). The incumbent of the position develops quantitative evaluation tools; illustrates sales performance patterns using regression analysis; analyzes demographic data relevant to gaming locations; evaluates appropriateness of VLT themes and marketing viability; forecasts the effective life cycle of games; reviews relevant game upgrades, and/or the elimination of games, and provides related recommendations; establishes models to assist in the development and measurement of promotions; and conducts on-site research and testing.

SUBJECT OF EXAMINATION: There will be no written test. The test will consist of an evaluation of your education and experience. When you apply, you must provide complete information to show that you meet the minimum qualifications. Do NOT send resumes. If you apply using the OC-APP form and you need more space, attach additional 8 1/2 x 11" sheets following the same format used on the application form. Additional unsolicited information will not be accepted after the last date for filing.

If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will be used to evaluate your education and experience in the areas of academic performance, professional administrative work experience, and professional or community affiliations against the general background/critical activities of the position. This questionnaire will be the only basis for rating your education and experience.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section85-a credits to your final passing score.
