NEW ON-LINE APPLICATION PROCESS: The New York State Department
of Civil Service now offers the opportunity to apply for this open-competitive
examination via the internet THE LIST RESULTING FROM THIS EXAMINATION WILL BE USED MINIMUM QUALIFICATIONS: On or before April 17, 2006, you must have a bachelor's degree including or supplemented by 30 semester credit hours in any one, but no more than two, of the following areas: accounting, economics, finance, investments, mathematics or statistics. You must submit a transcript or course listing demonstrating that you have successfully completed the required 30 semester credit hours, including the grade and credit hours received for each course. You must identify your qualifying courses on the transcript. If applying by OC-APP application form, you must attach the transcript or course listing to the application. If applying online, you must include course information in the space provided. If you expect to meet the education requirements by June 30, 2006, you can apply for this examination but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the New York State Department of Civil Service. THE POSITIONS: These positions exist in the New York State Teachers' Retirement System in Albany, NewYork. These positions are two-year traineeships. Appointments begin at entry-level Teachers' Retirement System Investment Officer Trainee 1 and advance, without further examination, to Teachers' Retirement System Investment Officer Trainee 2 (current salary $42,140) upon successful completion of the first year. Upon successful completion of the second year of the traineeship, you will advance to the full performance-level Teachers' Retirement System Investment Officer 1, SG-18 (current salary $47,135), with further advancement opportunities through performance raises and promotion opportunities. Advanced Placement: If appointed, you will enter a two-year traineeship leading to a full performance-level title. However, if beyond meeting the minimum qualifications, you have an additional 12 semester credit hours in the same one or two areas for which you met the minimum qualifications or one year of relevant full‑time experience, you will be appointed to the Trainee 2 level, reducing the traineeship by one year. You must inform the New York State Teachers' Retirement System of this education or experience at the time of interview. Relevant experience is:
Specifically excluded are activities applicable to small commercial properties (e.g., 2- to 4-family homes), the sale or brokerage of single-family homes, or experience marketing or selling financial service products to individuals, as performed by financial advisors and stockbrokers. DUTIES: Teachers' Retirement System Investment Officer traineeships exist in the Investments and Real Estate Departments. In Investments, the traineeship will include assisting higher level staff in the analysis and management of NYSTRS investments through duties such as: (1) assisting with trading domestic stocks and bonds and “due diligence,” selection and monitoring of private equity investments; (2) learning the use of quantitative tools and investment software to maximize the return of internally managed investment portfolios; (3) assisting with credit analysis of fixed income securities and monitoring externally managed portfolios; (4) assisting in preparation of detailed analysis of investment offerings, maintenance/development of statistical data, and preparation of correspondence and documents in connection with purchases and sales of investments. In Real Estate, duties during the traineeship may include: (1) assisting with analyzing and underwriting large commercial real estate transactions for potential acquisition; (2) assisting in evaluating requests for financing commercial real estate assets across the U.S.; (3) assisting with performing site inspections, conducting market assessments, modeling investment performance, reviewing leases/appraisals/engineering and environmental reports, and conducting other “due diligence” work as necessary; (4) participating in the preparation of the closing legal documents. SUBJECT OF EXAMINATION: There will be no written test. The test will consist of an evaluation of your education and experience. This questionnaire will be the only basis for rating your education and experience. Your final score must be 70 or higher in order to pass.
