NEW ON-LINE APPLICATION PROCESS: The New York State Department
of Civil Service now offers the opportunity to apply for this open-competitive
examination via the internet MINIMUM QUALIFICATIONS: On or before August 31, 2006, you must have a master's degree in library science or information science from an American Library Association (ALA) accredited college or university, or a New York State permanent public librarian certificate, and three years of experience as a professional librarian. The experience must be in one or more of the following (See Note #3):

THE POSITIONS: These positions exist in the New York State Education Department, in Albany only, in the New York State Library's Division of Library Development. At present, there is one vacant position. DUTIES: As a Library Development Specialist 1, you would serve as a Division liaison to outside groups, organizations, institutions, and State and federal governmental agencies. You would advocate for the development of libraries and library services in the State; work with all types of library systems, libraries, library organizations, library trustees, the general public, and local government officials; participate as a team member in the implementation of major initiatives of the Division, the State Library, the Office of Cultural Education, the State Education Department, and the Regents through grants and/or contract management; work on the interpretation of the State and federal guidelines, requirements, and aid programs; and make recommendations for review and revision of legislation and regulations concerning library programs and services. SUBJECT OF EXAMINATION: There will be no written test. The test will consist of an evaluation of your education and experience. When you apply, you must provide complete information to show that you meet the minimum qualifications. Do NOT send resumes. If you apply using the OC-APP form and you need more space, attach additional 8 ½ x 11" sheets following the same format used on the application form. Additional unsolicited information will not be accepted after the last date for filing. If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will be used to evaluate your education and professional experience, program and administrative activities, technical assistance and training, legal and regulatory experience, grants and contract management and review, building collaborative library partnerships, services to special populations, electronic library services, and conservation and preservation. This questionnaire will be the only basis for rating your education and experience. Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section85-a credits to your final passing score.
