Minimum Qualifications

On or before June 30, 2007, you must have:

Either 1.

An associate's degree and four years of experience in sales and marketing of student financial aid products or in administering higher education financial aid services;*

Or 2.

A bachelor's degree and three years experience in sales and marketing of student financial aid products or in administering higher education financial aid services.*

* Qualifying experience in sales and marketing is defined as representing a guarantee agency, lender, servicer, or commercial enterprise to market or sell student financial aid products or services to a business or school for the purpose of acquiring new business and increasing market share. Qualifying experience in administering higher education financial aid services is defined as representing a post secondary institution certifying student loans and awarding/packaging Title IV programs. This would include making determinations of funds awarded, meeting with students and parents to share information, and using various software programs to process financial aid packages.

Experience in positions in which the majority of duties involve the collection of student loan debt or the writing of financial aid publications is not considered qualifying for these examinations.

Notes

  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. New York State residence is not required.
  3. Your degree or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Alfred E. Smith State Office Building, Albany, New York, 12239, Attention: S4CDT.
  4. If you pass the examination for No. 28-123, Higher Education Services Regional Marketing Representative (Spanish Language), you will be required to demonstrate your Spanish language proficiency at a level that will ensure your ability to perform properly the duties of the position.
  5. These positions require extensive travel. At the interview you may be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.

Duties

As a Higher Education Services Regional Marketing Representative, you would engage in extensive face-to-face, written, and telephone communication with financial aid directors, bursars, admissions directors, presidents, and other senior officials at colleges, universities, and lenders to market HESC products and services, within an assigned region of New York State or outside the State.

Work assigned as a Higher Education Services Regional Marketing Representative (Spanish Language) requires fluency in Spanish.

Subject of Examination

There will be no written test. The test will consist of an evaluation of your education and experience. When you apply, you must provide complete information to show that you meet the minimum qualifications. Do NOT send resumes. If you apply using the OC-APP form and you need more space, attach additional 8½" x 11" sheets following the same format used on the application form. Additional unsolicited information will not be accepted after the last date for filing.

If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will be used to evaluate your experience in sales and marketing of student loan products and services and in the administration of student financial aid programs against the general background/critical activities of the position. This questionnaire will be the only basis for rating your education and experience.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section85-a credits to your final passing score.
