Minimum Qualifications

On or before March 31, 2009, you must have:

  1. a bachelor's degree; AND
  2. ten years of experience managing marketing and/or advertising programs, including five years of experience with at least one advertising account or program having an annual budget of $15 million and requiring full service (including account management; media planning and buying; creative development, production and distribution of broadcast media, print and outdoor and internet materials; promotional and retail display support; and research). Advertising experience must include direct responsibilities for daily account or program management activities (including advertising/marketing plan writing and presentation; oversight and participation in strategic research to support advertising/marketing recommendation; multi-media creative strategy development and execution; media planning and buying; and promotion and retail display development and execution).

A master's degree in finance, business administration, marketing, advertising, communications, or a related field may substitute for one year of the general experience.

Notes

  1. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the New York State Department of Civil Service, Alfred E.   2. Background Investigation: Because of the nature of the position there is an investigative screening that may include a thorough character investigation. All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case is determined on its own merits, consistent with the applicable provisions of state and federal laws.
  3. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  4. New York State residence is not required.

Subject of Examination

There will be no written test. The test will consist of an evaluation of your education and experience and an oral test which you must pass in order to be considered for appointment. You will be called to the oral test only if your score on the education and experience portion of the test is high enough to be considered. The Department of Civil Service reserves the right to call to the oral test only enough candidates to fill existing vacancies. As vacancies occur, additional candidates may be tested.

When you apply, you must provide complete information to show that you meet the minimum qualifications. Do NOT send a resume. If you apply using the NYS-APP form and you need more space, attach additional 8 1/2 x 11" sheets following the same format used on the application form. Additional unsolicited information will not be accepted after the last filing date. It is essential that you describe your education and experiences as completely as possible. Ambiguity, vagueness, or omissions will not be decided in your favor.

If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will be used to evaluate the scope of: advertising experience; previous advertising account responsibility including the variety of business experience, especially with gaming and/or retail accounts; budget size and management; years of account responsibility; strategic business planning and research; integrated major media planning and buying oversight; advertising creative development, production and distribution; creative design and layout for branding, retail displays, and promotions; and administration and budget experience, including working directly with ad agencies and/or internal marketing department staff. This questionnaire will be the only basis for rating your education and experience. Resumes will not be accepted.

Scope of Oral Test: The oral test is designed to evaluate against the general background of the position, the ability to:

  1. Identify, analyze, and solve problems
  2. Respond clearly and effectively
  3. Use interpersonal skills to accomplish work objectives and to establish rapport with the examiners

The oral test will be held in Albany, New York ONLY.

Only scores on the evaluation of education and experience will be used to compute the final scores; the oral test is pass/fail.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

The Positions

This position exists in the New York State Division of the Lottery in Schenectady. There is one vacancy.

Duties

As the Director of Lottery Advertising, you would be responsible for directing and managing a mass integrated communications program. You would be responsible for the design and execution of the program to ensure an enhanced product image and to promote all game participation. You would develop and monitor the program's budget and ensure contract compliance for expenditures and efficient media use.

It is important to know that this job requires supervisory, hands-on management and exemplary communication skills since the lottery staff is small but involved with direct contact with multiple retailers, lottery sales representatives, and ad agency staffs.
