MINIMUM QUALIFICATIONS TO PARTICIPATE IN THIS EXAMINATION: On or before the date of the written test, you must be a qualified employee of New York State and have had:

For No. 34-133 and 34-135: three months of permanent competitive or 55-b/55-c service as a Social Worker 2 or Social Worker 2 (any parenthetic); AND
you must be LICENSED AND CURRENTLY REGISTERED as a certified social worker in New York State.
For No. 34-136 and 34-137: you must have had three months of permanent competitive or 55-b/55-c service as a Social Work Supervisor 1 or Social Work Supervisor 1 (Spanish Language) AND;
you must be LICENSED AND CURRENTLY REGISTERED as a certified social worker in New York State.

If you were permanently appointed to a qualifying title on or before January 11, 2001 and have served continuously in this title since that date, you are eligible to file for this examination.

QUALIFYING EXPERIENCE FOR APPOINTMENT FROM THE ELIGIBLE LIST: After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

NOTES:

  1. The eligible lists established as a result of Examination Nos. 34-133 and 34-136 may also be used to fill language parenthetics other than Spanish language that currently exist or are established during the life of the list. If you are considered for appointment to a language parenthetic position, you must demonstrate your proficiency in that language. Proficiency must be at a level that will assure your ability to perform the duties of the position properly.
  2. Your credentials will be verified at time of interview. Failure to maintain your registration as a certified social worker may result in removal of your name from the eligible list(s) or, if appointed, removal from the position.

SUBJECT OF EXAMINATION: There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills and/or abilities in such areas as:

1. Clinical supervision of social work staff—These questions will test for the ability to supervise professional and paraprofessional social work staff in programs for individuals who are diagnosed with mental illness, mental retardation, developmental disabilities, and/or who have alcohol and substance abuse problems. Candidates will be presented with clinical situations or excerpts from clinical case records and will be asked to make supervisory judgments concerning social work principles, practices and procedures associated with the situation or case. Topics may include, but are not necessarily limited to: assessing the quality and appropriateness of care planned and provided to clients/consumers; evaluating the quality of documentation in the case record; ensuring that treatment and discharge plans are relevant to client/consumer needs and that resources are used effectively; and taking effective supervisory action given specific problems and situations.

2. Administration of social work programs—These questions will test for the ability to manage and direct social work programs for individuals who are diagnosed with mental illness, mental retardation, developmental disabilities, and/or who have alcohol and substance problems. Topics may include, but are not necessarily limited to: integrating social work services into interdisciplinary programs; developing, implementing and evaluating program services for social work clients/consumers; promoting compliance with relevant laws, rules, regulations, and standards relating to social work practices; coordinating staff development and training; reviewing and evaluating program records; representing the social work program within the facility and with various public groups; quality assurance; clinical consultation; client/consumer rights; and responding effectively to problems in a social work program.

3. Preparing written material—These questions test for the ability to present information clearly and accurately and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order and then be asked to select the best sentence order from among four choices.

4. Supervision—These questions test for knowledge of the principles and practices employed in planning, organizing and controlling the activities of the work unit toward predetermined objectives. They appropriately test for a first-line supervisory position. The concepts covered, usually in a situational question format, may include, but are not necessarily restricted to assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale and discipline.

5. Administrative supervision—These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. Problems dealt with may involve, but not be limited to, such areas as: assigning work to and coordinating the activities of several units; establishing and guiding staff development programs; evaluating the performance of subordinate supervisors; and maintaining relationships with other organizational sections.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any war-time veterans credits to your final passing score.

CREDIT FOR SENIORITY: Seniority is credited at the rate of one credit for each five year period (or fraction thereof) excluding the first year of service.

ELIGIBILITY FOR EXAMINATION: To be eligible to compete in this examination, you must be employed in the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
