MINIMUM
QUALIFICATIONS: On or before October 15, 2005, you must be a
qualified employee of the New York State Workers' Compensation Board and
have had permanent competitive or 55-b/55-c service as follows:
For Number 34-879010: three months as a Verbatim Reporter
1, G-17;
For Number 34-880010: three months as a Verbatim Reporter
2, G-19; OR two years as a Verbatim Reporter 1, G-17.
If you were permanently appointed as a Verbatim Reporter 1, G-17, on
or before July 15, 2005, and have served continuously in this title since
that date, you are eligible to file for Examination No. 34-879010.
If you were permanently appointed as a Verbatim Reporter 1, G-17, on or
before November 15, 2003, and have served continuously in this title since
that date, you are eligible to file for Examination No. 34-880010.
If you were permanently appointed as a Verbatim Reporter 2 on or before
July 15, 2005, and have served continuously in this title since that date,
you are eligible to file for Examination Number 34-880010.
QUALIFYING EXPERIENCE FOR APPOINTMENT FROM THE ELIGIBLE LIST:
Successful candidates will be qualified for appointment from the eligible
list after service described in the minimum qualifications as listed below:
For Number 34-879010: one year as a Verbatim Reporter
1;
For Number 34-880010: one year as a Verbatim Reporter 2;
OR two years as a Verbatim Reporter 1.
SUBJECT OF EXAMINATION: There
will be a written test which you must pass in order to
be considered for appointment. The written test is designed
to test for knowledge, skills and/or abilities in such areas as:
For Examination Numbers 34-879010 and 34-880010:
- English Usage/Punctuation/Style – These questions
test for a knowledge of the essential points of English usage, punctuation,
and style that verbatim reporters need to know to accurately transcribe
verbatim testimony.
- Office record keeping – These questions test
your ability to perform common office record keeping tasks. The test
consists of two or more "sets" of questions, each set concerning
a different problem. Typical record keeping problems might involve the
organization or collation of data from several sources; scheduling;
maintaining a record system using running balances; or completion of
a table summarizing data using totals, subtotals, averages and percents.
- Spelling for Verbatim Reporters – These questions
test for the ability to spell the kinds of words encountered in the
verbatim reporting of hearings.
- Supervision and training – These questions
test for the knowledge required by a supervisor to set goals, plan and
organize work, train workers in how to do their jobs, and direct workers
towards meeting established goals. The supervisory questions cover such
areas as assigning and reviewing work, evaluating performance, maintaining
work quality, motivating employees, increasing efficiency, and dealing
with problems that may arise on the job. The training questions cover
such areas as determining the necessity for training, selecting appropriate
training methods, and evaluating the effectiveness of training.
- Transcript review – These questions test for
the ability to review transcripts of hearings. You will be presented
with portions of transcripts and will be asked to proofread for errors
made by the transcriber.
In addition to the above, for Examination Number 34-880010:
- Administrative supervision – These questions
test for knowledge of the principles and practices involved in directing
the activities of a large subordinate staff, including subordinate supervisors.
Questions relate to the personal interactions between an upper level
supervisor and his/her subordinate supervisors in the accomplishment
of objectives. These questions cover such areas as assigning work to
and coordinating the activities of several units, establishing and guiding
staff development programs, evaluating the performance of subordinate
supervisors, and maintaining relationships with other organizational
sections.
If you pass, your seniority credit(s), if any, will be included in the
computation of your final score. Rank on the eligible list will be determined
after adding any wartime veterans' credits to your final passing score.
CREDIT FOR SENIORITY: Seniority is credited at the rate
of one credit for each five-year period (or fraction thereof) excluding
the first year of service.
TRAVEL REQUIREMENTS: Appointment to certain positions
requires extensive travel within a designated area of assignment. Appointees
to these positions may be required to operate a motor vehicle or otherwise
demonstrate their capacity to meet the transportation needs of the job.
If the position requires that you operate a motor vehicle, you must possess
a driver's license valid in New York State at the time of appointment
and continuously thereafter. Field work and travel expenses are reimbursed
on a fixed schedule.
DUTIES: As a Verbatim Reporter 2, you
would make assignments to Verbatim Reporters 1 and supervise daily assignments;
train subordinates in work methods, procedures and forms; counsel staff
to assist in improving performance; and complete performance evaluation
and probationary evaluation forms. You may perform transcriptions taken
by Verbatim Reporters who are not available to perform the transcriptions
and perform any activities performed by positions of Verbatim Reporter
1.
As a Verbatim Reporter 3, you would supervise Verbatim
Reporters 2, design work methods, and manage transcription services. You
may also provide transcription services in the most complex or sensitive
cases.

ELIGIBILITY FOR EXAMINATION: To be eligible to compete in this examination,
you must be employed in the specified department or agency on a permanent
or contingent permanent basis in the competitive class, or in the non-competitive
class or labor class if specifically noted on this announcement (or be
on an appropriate preferred list), and have the specified time in the
specified title or salary grade. You may not compete in a test for a title
if you are permanently employed in that title (unless you are still on
probation) or in a higher direct line of promotion.

arrangements for taking all tests at one test site. All tests will be
