MINIMUM QUALIFICATIONS: On or before March 18, 2006, you must be a qualified employee of the New York State Department of Motor Vehicles and have had permanent competitive or 55-b/55-c service as follows:

For Number 34-935: three months in a position allocated to grade 6 or higher;

For Number 34-936: three months as a Driver Improvement Examiner or Driver Improvement Examiner Trainee.

If you were permanently appointed to a qualifying title on or before December 18, 2005, and have served continuously in this title since that date, you are eligible to file for this examination.

QUALIFYING EXPERIENCE FOR APPOINTMENT FROM THE ELIGIBLE LIST: After one year of the service described in the Minimum Qualifications, successful candidates for Driver Improvement Examiner Trainee will be qualified for appointment from the eligible list; successful candidates for Supervising Driver Improvement Examiner must have one year of permanent service as a Driver Improvement Examiner to be qualified for appointment from the eligible list.

DUTIES: As a Driver Improvement Examiner Trainee, you would perform the following duties under direct supervision:review and evaluate court or other legal documents or related material in order to make judgments in the issuance of driver and/or regulated business license suspensions, revocations, cancellations, terminations, approvals, restorations and/or driving or instructor/examiner credentials; review and subsequently make determinations on applications which reflect a poor driving history, criminal record or certain physical or mental limitations; initiate case documentation, record retrieval, and prepare written correspondence; conduct in-person or telephone interviews to effectively resolve and process driver improvement and other regulated individual and business cases; implement determinations from Department hearings; and use the computer to search records, review and interpret records, enter data, and prepare letters.

As a Supervising Driver Improvement Examiner, you would supervise units staffed by Driver Improvement Examiners, Trainees, and clerical support staff engaged in evaluation and adjudication activities as described above. You would also train new employees; retrain all employees on new programs, policies, and procedures; and personally handle more complex or sensitive cases requiring a high degree of technical expertise and tact.

IMPORTANT: As a Driver Improvement Examiner Trainee or a Supervising Driver Improvement Examiner, you may be required to testify at motor vehicle hearings or in court cases. You may also make presentations on driver safety topics to civic groups and groups of governmental officials. These activities may require overnight travel.

NOTE: If you are appointed as the result of Examination No. 34-395, Driver Improvement Examiner Trainee, you will be required to serve a one-year traineeship. Upon satisfactory completion of this traineeship, you will be advanced to the Driver Improvement Examiner, G-11, title without further examination.

SUBJECT OF EXAMINATION: There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills and/or abilities in such areas as:

For Examination Numbers 34-935 and 34-936:

  • Preparing written material – These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  • Interviewing – These questions test for knowledge of the principles and practices employed in obtaining information from individuals through structured conversations. These questions require you to apply the principles, practices, and techniques of effective interviewing to hypothetical interviewing situations. Included are questions that present a problem arising from an interviewing situation, and you must choose the most appropriate course of action to take.

In addition to the above, for Examination Number 34-935:

  • Understanding and interpreting written material based on the Vehicle and Traffic Law, rules and regulations* – These questions will test for the ability to read, understand and interpret various provisions of the above named law, rules or regulations. The candidate will be provided with a reading selection based on or extracted from a passage of legal text. The candidate must read the selection and then answer one or more questions based upon it. All factual information needed to answer these questions is provided in the reading selections. No prior knowledge of that information is necessary to answer the questions correctly.
  • Understanding, interpreting and applying written material pertaining to driving records* – These questions will test for the candidates' ability to read, understand and apply written materials. Candidates will be provided with reading materials detailing rules and procedures for reviewing driver records and related documents and determining the appropriate action(s) to take to promote safer driving. ALL INFORMATION NEEDED TO ANSWER THESE QUESTIONS IS CONTAINED WITHIN THE READING MATERIALS PROVIDED. No prior knowledge of that information is necessary to answer these questions.

In addition to the above, for Examination Number 34-936:

  • Supervision – These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
  • NYS Vehicle & Traffic Law, rules and regulations** – These questions will test for knowledge of those provisions of Vehicle and Traffic Law, rules and regulations which pertain to the work of Driver Improvement Examiner titles and which are contained in the "Driver Improvement Examiner Packet."

** These questions will be based on the "Driver Improvement Examiner packet" available from your Personnel Office. Contact: NYS Department of Motor Vehicles, Personnel Office, Empire State Plaza, Albany, NY 12228, or by telephone(518) 474-0835, and a copy will be sent to you via interoffice mail. Candidates should study ONLY from these copies for this portion of the test.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime veterans' credits to your final passing score.

CREDIT FOR SENIORITY: Seniority is credited at the rate of one credit for each five-year period (or fraction thereof) excluding the first year of service.

ELIGIBILITY FOR EXAMINATION: To be eligible to compete in this examination, you must be employed in the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

ADMISSION TO EXAMINATION: Notice to appear for the test may be conditional as review of applications may not be made until after the test.
