Minimum Qualifications

On or before September 20, 2008, you must be a qualified employee of New York State and have had permanent competitive or 55-b/55-c service as follows:

For Number 36-030:
Either A. as a Senior Budgeting Analyst or as a Budgeting Analyst Trainee 1 or Trainee 2, or Public Management Intern leading to a Senior Budgeting Analyst position;
Or B. Budget Examiner; Budget Examiner (Public Finance); Contract Management Specialist 1; Purchasing Agent; Purchasing Officer 1; Administrative Assistant; Correctional Services Internal Auditor 2; Senior Administrative Analyst*; Senior Internal Auditor; Senior Accountant; Senior Auditor; Senior Health Care Fiscal Analyst; or service as a Trainee 1, Trainee 2, or Public Management Intern which leads to one of these positions.

If you were permanently appointed to a qualifying title on or before September 20, 2008, and have served continuously in this title since that date, you are eligible to file for these examinations.

If you receive a qualifying appointment between August 11, 2008, and September 19, 2008, you can be admitted to these examinations. To apply, you must call the Department of Civil Service at (518) 473-6523 between 8:00 a.m. and 4:30 p.m. weekdays. Your agency must provide a copy of your appointment letter or other documentation to the Department of Civil Service, Attention S 5, which substantiates your qualifying appointment.

Vacancies are anticipated which may include Spanish Language positions. The eligible lists resulting from these examinations will be used to fill these positions. Eligible list candidates for these positions must demonstrate proficiency in the Spanish language at a level that will assure their ability to perform properly the duties of the position.

Qualifying Experience for Appointment from the Eligible Lists

After one year of service at the full performance level as described in the minimum qualifications, successful candidates will be qualified for appointment from the eligible lists.

Order of Certification

The order of certification for these eligible lists will be:

Subject of Examination

Subject Areas to be held on 9/20/08:      
1.Analysis of information - This subtest will test for the ability to analyze information by reading, interpreting, analyzing, and drawing conclusions from text, data, charts, and other information sources, and identifying the most significant problem or issue; focusing on relevant data and text; identifying trends, relationships, and significant features; identifying explanations and/or solutions; selecting the most viable and/or logically defensible alternative(s); proposing, supporting, and evaluating alternatives; evaluating results and consequences; and recommending change based on continued analysis. 2. Logical reasoning - This subtest will test for the ability to reason logically by interpreting statements in an accurate and reasonable manner; identifying the logical relationships between related statements; determining the conclusions that can correctly be drawn as a result of information presented; distinguishing between relevant and irrelevant information; and applying logical principles to information provided. 3. Written communications - This subtest will test for the ability to communicate in writing through composing memos, letters, and reports that are based on well-founded mechanics and appropriate content. Such documents should be grammatically correct, logically organized, clear, accurate, use appropriate tone for the intended audience, and reach valid conclusions. X    
4. Written communications for managers - This subtest will test for the ability to communicate in writing through composing written documents that are based on well-founded mechanics and appropriate content, and reviewing written documents produced by others. Such documents (which may include memos, letters, reports, policy statements, specifications, bulletins, performance evaluations, etc.) should be logically organized, clear, accurate, use appropriate tone for the intended audience, and reach valid conclusions.   X X
5. Supervision - This subtest will test for the ability to provide effective, direct/first-line supervision to a small work unit, by successfully engaging in activities such as developing constructive working relationships with staff, peers, supervisors, customers, and others; analyzing and resolving work-related issues and designing and implementing action plans; assigning, scheduling, and evaluating work; monitoring the quality, quantity, and timeliness of work; obtaining, analyzing, and communicating information to accomplish work; and resolving work-related problems. 6. Management - This subtest will test for the ability to provide effective management of work and people representing a range of diverse, sometimes competing, interests; by successfully engaging in activities such as planning, implementing, and evaluating work initiatives; determining relative priorities of work assignments, issues, and problems; researching and analyzing information for problem solution; communicating and interacting with others to accomplish work; designing and implementing action plans; utilizing resources; and aligning work plans with organizational mission and function.   X X

Public budgeting techniques and the New York State budgeting process - This subtest will test for knowledge of the principles and practices involved in public budgeting and the New York State budget process and will cover such areas as the preparation of justifications; the planning, review, execution, and control of programs and management processes; rules, regulations, and guidelines of the following agencies as they relate to the New York State budgeting process: Division of the Budget, Department of Civil Service, and Office of the State Comptroller; and the following as they relate to the budgeting process: New York State Finance Law, New York State Civil Service Law, and the New York State Accounting System. 2. Analysis, development, use and control of manual or automated systems and management processes - This subtest will test for knowledge of the methods used to analyze and develop or improve manual or automated systems and management processes with consideration given to the use and control of those systems and processes and will cover such topics as planning, developing, implementing, analyzing, evaluating, and improving existing systems or management processes. 3. Understanding and interpreting tabular material - This subtest will test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. X X X

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service. If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime veterans' credits to your final passing score.

Admission to Examination

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Multiple Examinations Scheduled for the Same Day

With the exception of written tests announced by New York City, if you have applied to take a written test announced by a local jurisdiction (county, town, city) scheduled to be held on the same test date as this written test, you must call 518-474-6470 in the Albany area or toll free at 1-877-697-5627 [press 2, then press 1], no later than two weeks before the test date, to make arrangements for taking all tests at one test site. All tests will be held at the state examination center.

Eligibility for Examination

To be eligible to compete in this examination, you must be employed in the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
