Minimum Qualifications

On or before December 1, 2012, you must be a qualified employee of the New York State Office for People With Developmental Disabilities and have had three months permanent competitive or 55-b/55-c service as follows:

For Number 36-776: Standards Compliance Analyst 1 (Developmental Disabilities) or Standards Compliance Analyst 1.

For Number 36-777: Standards Compliance Analyst 2 (Developmental Disabilities) or Standards Compliance Analyst 2.

For Number 36-778: Standards Compliance Analyst 2 (Developmental Disabilities), Standards Compliance Analyst 2, Standards Compliance Analyst 3 (Developmental Disabilities), or Standards Compliance Analyst 3.

If you were permanently appointed to a qualifying title on or before September 1, 2012, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List

For 36-776: After one year of service as a Standards Compliance Analyst 1 (Developmental Disabilities), or Standards Compliance Analyst 1, successful candidates will be qualified for appointment from the eligible list.

For 36-777: After one year of service as a Standards Compliance Analyst 2 (Developmental Disabilities), or Standards Compliance Analyst 2, successful candidates will be qualified for appointment from the eligible list.

For 36-778: After two years of service as a Standards Compliance Analyst 2 (Developmental Disabilities), or Standards Compliance Analyst 2; or one year of service as a Standards Compliance Analyst 3 (Developmental Disabilities) or Standards Compliance Analyst 3, successful candidates will be qualified for appointment from the eligible list.

Notes

  1. These examinations are for employees of the Office for People With Developmental Disabilities only. If you are an employee of the Office of Mental Health, you should go to the announcement for examination No. 36-779, Standards Compliance Analyst 3 (Mental Health) and No. 36-780, Standards Compliance Analyst 4 (Mental Health).
  2. Applications must be postmarked or submitted online by October 15, 2012. Late applications will NOT be accepted.
  3. Standards Compliance Analyst 2 (Developmental Disabilities) is being held on a promotion and open-competitive basis. If you are admitted to the promotion examination under anticipated eligibility (i.e., you do not have the required one year of Qualifying Experience For Appointment From The Eligible List) and if you meet the open-competitive minimum qualifications, you may also be admitted to the open-competitive examination. To be admitted, you must apply for the open-competitive examination according to the instructions given on the open-competitive announcement. Once you meet the required one year of qualifying service for appointment from the promotion list, you will not be eligible for appointment from the open-competitive eligible list.
  4. If you do not receive a confirmation number after submitting your online application, your application was NOT processed.
  5. Travel Requirements: Appointment to certain positions requires extensive travel within a designated area of assignment. Appointees to these positions may be required to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job. If the position requires that you operate a motor vehicle, you must possess a driver's license valid in New York State at the time of appointment and continuously thereafter. Field work and travel expenses are reimbursed on a fixed schedule.
  6. In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally assisted programs), you may be terminated from your employment.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as: For Examination Numbers

1. Evaluating information and evidence - These questions test the candidates' abilities to evaluate and draw conclusions from information and evidence. Each question consists of a set of facts and a conclusion based on the facts. The candidate must decide if a conclusion is warranted by the facts. X    
2. Interviewing - These questions test for knowledge of the principles and practices employed in obtaining information from individuals through structured conversations. These questions require you to apply the principles, practices, and techniques of effective interviewing to hypothetical interviewing situations. Included are questions that present a problem arising from an interviewing situation, and you must choose the most appropriate course of action to take. X    
3. Mental Hygiene laws and regulations pertaining to facilities and programs serving people with developmental disabilities - Topics will include interpretation and application of federal and state laws and regulations as well as departmental goals, policies, procedures, and responsibilities. X    
4. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. X X X
5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 6. Understanding and applying written material based on legal passages - Candidates will be provided with a reading passage taken from a published law or regulation and be required to answer one or more questions based on that passage. The questions may require the candidates to apply the passage to a hypothetical situation or situations described in the question(s) or summarize all or part of the passage. All factual information needed to answer these questions is provided in the reading selections. No prior knowledge of the material is needed to answer these questions correctly. X X  
7. Administrative Supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interaction between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.   X X
8. Analyzing information in text, data, images, or symbols - These questions test for the ability to analyze, interpret, and draw reasonable conclusions from information presented in text, data, images, or symbols. Analysis may involve identifying a significant problem or issue; focusing on relevant data and text; identifying trends, relationships, and significant features; assessing relevant alternatives; and suggesting or evaluating possible conclusions.   X X
9. Ensuring effective inter/intra agency communications - These questions will test candidates' understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.   X X
10. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of correct grammar, usage, punctuation, and sentence structure. Others test for the ability to use the proper tone and to express information clearly and accurately.   X X
11. Administration - These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.     X

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Duties

Standards Compliance Analysts 2 (Developmental Disabilities) supervise and lead a team of staff engaged in quality improvement, on-site/field inspection, survey, and/or certification activities for developmental disabilities treatment, service, and care providers funded and regulated by the federal government and/or New York State. Incumbents serve as the lead team member and technical expert in programs, rules, and regulations by providing guidance, direction, and supervision to subordinate staff; serving as the agency's representative on certification, quality improvement, and on-site/field inspection and survey matters; resolving technical issues; assisting treatment, service, and care providers in developing plans for remediation and corrective action; and assisting higher level staff in the development of strategic plans, initiatives, and projects.

Standards Compliance Analysts 3 (Developmental Disabilities) oversee multiple teams of staff engaged in quality improvement, on site/field inspection, survey, and/or certification activities for developmental disabilities treatment, service, and care providers funded and regulated by the federal government and/or New York State. Incumbents serve as area supervisors for all quality improvement, on-site/field inspection, survey, and/or certification activities; ensuring the timeliness and quality of each team's activities; reviewing and analyzing team findings and making recommendations for remedial action to management and/or team staff; ensuring that all team members receive appropriate training; responding to sensitive issues; and assisting higher level staff in the development, evaluation, and implementation of strategic plans, initiatives, and projects.

Standards Compliance Analysts 4 (Developmental Disabilities) assist in the overall management of the division of quality improvement. Incumbents oversee staff engaged in the development of quality improvement policies and procedures and program review and improvement activities and coordinate quality improvement operations with inspection and certification field staff.

Admission to Examination

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Multiple Examinations Scheduled for the Same Day

If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Eligibility for Examination

To be eligible to compete in this examination, you must be employed in the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
