Minimum Qualifications
On or before May 11, 2013, you must be a qualified employee of the New York State Department of Environmental Conservation and have had three months of permanent competitive or 55-b/55-c service in one of the following titles:
- Biologist 2 (all parenthetics)
- Biologist 3 (all parenthetics)
- Fish Culturist 5
- Fish Culturist 6
- Forester 2
- Forester 3
- Mined Land Reclamation Specialist 2
- Mineral Resources Specialist 3
- Real Estate Specialist 2 (Conservation)
- Senior Land Surveyor
If you were permanently appointed to a qualifying title on or before February 11, 2013, and have served continuously in this title since that date, you are eligible to file for this examination.
Qualifying Experience for Appointment from the Eligible List
After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

Subject of Examination
There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:
- Analyzing information in text, data, images, or symbols - These questions test for the ability to analyze, interpret, and draw reasonable conclusions from information presented in text, data, images, or symbols. Analysis may involve identifying a significant problem or issue; focusing on relevant data and text; identifying trends, relationships, and significant features; assessing relevant alternatives; and suggesting or evaluating possible conclusions.
- Logical reasoning - These questions test for the ability to reason logically by interpreting statements in an accurate and reasonable manner; identifying the logical relationships between related statements; determining the conclusions that can correctly be drawn as a result of information presented; distinguishing between relevant and irrelevant information; and applying principles of logic to information provided.
- Educating and interacting with the public - These questions test for knowledge of techniques used to interact effectively with individual citizens and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service.
- Writing skills for managers - These questions test for the writing skills that managers use in composing their own reports and correspondence as well as in reviewing documents produced by others. Both sentence skills and paragraph skills are addressed. The specific points tested include grammar, usage, punctuation, sentence structure, appropriate and correct content, editing, and organizing sentences into well-constructed paragraphs.
- Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.
- Supervising a project - These questions test for the ability to conduct and supervise the activities necessary to achieve the goals and deadlines of a specific project. The questions cover such topics as setting up the project, developing the work plan for the project, assigning and reviewing work, evaluating performance and progress, coordinating phases of the project, handling problems as they arise, and meeting deadlines.
- Administration - These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.
If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime veterans' credits to your final passing score.
Credit for Seniority
Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.
Duties
As a Regional Supervisor of Natural Resources, you would report to the Regional Director of Environmental Conservation and be responsible for implementing a Region's natural resources conservation and development program. You would coordinate and integrate natural resource programs among natural resource units and serve as the immediate supervisor to the regional managers of Lands and Forests, Wildlife, Fisheries, Habitat, Marine Resources (where applicable), Real Property and Minerals. You will also coordinate with other organizational units in the Region particularly Permits, Law Enforcement, Operations, Legal Affairs, Administration and Environmental Quality programs as appropriate. You would conduct continuous program evaluation and institute necessary changes. You would review the organization, administration systems, procedures and management practices of natural resource programs to ensure efficient program implementation. You would request and allocate fiscal and personnel resources in natural resource programs to reflect changing program needs, priorities and mandates in the Region within mandated constraints. You would represent the Region and the Department at conferences, professional and administrative meetings and other functions as appropriate. You would review and determine staff development requirements for regional natural resource program personnel. You would recommend policies and procedures for the conduct and integration of regional natural resource programs and work with Central Office program staff to develop and implement policies and procedures on a statewide basis.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Multiple Examinations Scheduled for the Same Day

Eligibility for Examination
To be eligible to compete in this examination, you must be employed in the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
