Minimum Qualifications
On or before June 7, 2014, you must be a qualified employee of New York State and have had three months permanent competitive or 55-b/55-c service as:
For Number 37-035:
Either A. a Business Systems Analyst 2 (Health);
Or B. a Business Systems Analyst 2, Business Systems Analyst 2 (Tax), Business Systems Analyst 2 (Workers Compensation), or Business Systems Analyst 2 (Insurance).
For Number 37-036:
Either A. a Business Systems Analyst 3 (Health) OR one year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 2 (Health);
Or B. a Business Systems Analyst 3, Business Systems Analyst 3 (Tax), Business Systems Analyst 3 (Workers Compensation), Business Systems Analyst 3 (Insurance), OR one year of permanent competitive 55-b/55-c service as a Business Systems Analyst 2, Business Systems Analyst 2 (Tax), Business Systems Analyst 2 (Workers Compensation), or Business Systems Analyst 2 (Insurance).
Qualifying Experience for Appointment from the Eligible List
For Number 37-035: After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.
For Number 37-036: Successful candidates will be qualified for appointment from the eligible list as follows:
Either 1. after one year as a Business Systems Analyst 3, Business Systems Analyst 3 (Health), Business Systems Analyst 3 (Tax), Business Systems Analyst 3 (Workers Compensation), Business Systems Analyst 3 (Insurance);
Or 2. after two years as a Business Systems Analyst 2, Business Systems Analyst 2 (Health), Business Systems Analyst 2 (Tax), Business Systems Analyst 2 (Workers Compensation), Business Systems Analyst 2 (Insurance).

You may file for any combination of these examinations by completing one application form listing the number/s and title/s of the examination/s in which you are interested. The appropriate processing fee must be filed for each examination.

1. Business analysis - These questions test for knowledge of business analysis as outlined in the International Institute of Business Analysis' (IIBA) Business Analysis Body of Knowledge (BABOK). They may cover enterprise analysis, requirements planning and management, requirements elicitation, requirements analysis and documentation, requirements communication, solution assessment and validation, testing and implementation. | X | X |
2. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. Credit for Seniority
Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.
Duties
As a Business Systems Analyst 3 (Health), with significant independence, coordinate system planning efforts; identify and document scope of changes or enhancements to automated health information systems required by procedural changes or by changes to federal, state, or local laws and statutes or judicial determinations; establish timetables for completion of projects; explain business/functional requirements for specific program area to applications programmers and contractors; review and approve system design documentation and specifications; develop and oversee testing of system changes or enhancements to ensure user and program requirements are met; coordinate the implementation of automated health information system changes and enhancements; update management on status of system changes and enhancements; develop and carry out test plans against established criteria for the users, technical systems staff or developers of large automated systems; troubleshoot by reviewing and analyzing data findings, such as corrupt data, program flow errors, front-end and back-end errors, and other systems deficiencies in support of large-scale automated systems; and evaluate commercial products available for incorporation into systems. You may also supervise subordinate staff as necessary.
As a Business Systems Analyst 4 (Health), you would, in addition to the duties of a Business Systems Analyst 3 (Health), perform more complex support to New York State and federal public health insurance programs, including analyzing the business needs of the programs to reach goals, identify problems and propose solutions. You would function as a liaison between program and service providers, and take an active role in the technical aspects of design and problem resolution. You may also supervise subordinate staff as necessary.

Multiple Examinations Scheduled for the Same Day

Eligibility for Examination
To be eligible to compete in this examination, you must be employed in the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
